The Opportunity

The HSE Professional supports the safe execution of mechanical, electrical, plumbing (MEP), and commissioning activities on mission-critical and complex industrial projects. Working closely with Commissioning Managers, Energy Marshals, Authorized Persons, Project Leadership, and Senior HSE professionals, this role assists in implementing health, safety, and environmental programs that address the unique risks associated with equipment startup, system testing, energization, functional performance testing, and turnover activities.

The HSE Professional helps ensure commissioning work is performed in compliance with regulatory requirements, client expectations, and company standards through field engagement, risk assessments, permit oversight, and verification of critical safety controls. This position emphasizes prevention of Serious Injury and Fatality (SIF) events by identifying and controlling high-energy hazards throughout the commissioning process.

What you will do?

Commissioning Safety Support

• Support safe execution of MEP commissioning, startup, testing, balancing, flushing, functional performance testing, and system turnover activities.
• Participate in daily commissioning planning meetings, coordination meetings, and Plan of the Day (POD) discussions.
• Review commissioning work packages, Method of Procedures (MOPs), Standard Operating Procedures (SOPs), and Energization Plans for safety considerations.
• Assist in verifying critical safety controls are established before work involving energized or operational systems begins.

Field Safety & Risk Management

• Conduct field inspections, safety observations, and risk assessments during commissioning and startup activities.
• Assist with Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and Pre-Task Plans for high-risk work.
• Monitor work involving electrical systems, rotating equipment, pressurized piping, HVAC systems, and building automation systems.
• Verify implementation of Critical Life Safety controls for high-risk activities, including:
  • Electrical & Mechanical Safety
  • Stored Energy Isolation (LOTO)
  • Confined Space Entry
  • Fall Protection
  • Pressure Testing
  • Energized Work
  • Hot Work
  • Crane and Rigging Operations

Energy Isolation & High-Energy Hazard Management

• Support implementation and verification of Lockout/Tagout (LOTO) procedures and Stored Energy Isolation requirements.
• Participate in Controlled Access Zone (CAZ) establishment during system energization and startup.
• Assist project teams in identifying electrical, mechanical, hydraulic, pneumatic, thermal, pressure, gravity, and chemical energy hazards.
• Promote Energy-Based Safety principles to reduce exposure to Serious Injury and Fatality (SIF) risks.

Incident Prevention & Investigation

• Participate in incident investigations, near-miss reviews, and root cause analyses.
• Assist in documenting findings, corrective actions, and lessons learned.
• Monitor corrective action completion and communicate recurring trends to project leadership.

Training & Safety Engagement

• Support delivery of project-specific safety orientations and commissioning safety training.
• Facilitate toolbox talks and pre-job safety briefings focused on commissioning hazards.
• Reinforce safe work practices through coaching and field engagement with commissioning teams, subcontractors, and client representatives.
• Promote proactive hazard recognition and Stop Work Responsibility throughout commissioning operations.

Compliance & Documentation

• Maintain inspection reports, audit documentation, permits, and safety records.
• Verify compliance with OSHA regulations, client standards, NFPA requirements, and project-specific commissioning procedures.
• Support audits of commissioning permits, LOTO documentation, energized work permits, and confined space permits.
• Assist with tracking corrective actions and safety performance metrics.

Collaboration

• Partner with Commissioning Managers, Project Managers, Superintendents, Energy Marshals, Operations, and Engineering teams to integrate safety into commissioning activities.
• Support coordination between construction and commissioning teams during phased turnover and system transitions.
• Serve as a visible field resource for safe commissioning practices and hazard recognition.

Continuous Improvement

• Remain current on industry best practices, commissioning methodologies, regulatory changes, and emerging technologies.
• Contribute to continuous improvement initiatives that strengthen commissioning safety programs and operational excellence.
• Share lessons learned and best practices across projects to improve organizational performance.

Required Qualifications

• Bachelors degree in Occupational Health & Safety, Environmental Science, Industrial Hygiene, Engineering, or a related field (required).
• Relevant college diploma or certification may be considered with experience.
• 13 years of relevant safety experience, preferably in construction, energy, or manufacturing settings.
• Experience conducting safety observations, supporting fieldwork, and preparing documentation is an asset.
