Job Description

The University of Maryland, Baltimore School of Medicine is seekingaAdministrative Managerto work in the Department of Neurology. The Department of Neurology provides evaluation, treatment, and care for patients suffering from a wide range of neurological disorders including stroke, epilepsy, multiple sclerosis, Parkinson’s disease, amyotrophic lateral sclerosis (ALS), and migraine. We provide care through our in-patient and consultative services, our designated Comprehensive Stroke Center, our Level 4 Epilepsy Center, our 22-bed Neuro-Critical Care Unit, and our busy outpatient practice. The Department also provides state-of-the-art rehabilitation services. Several departmental faculty received grant funding from the National Institutes of Health and the Veteran’s Administration to study the role of genetics in stroke, epilepsy, and Parkinson’s disease, new brain imaging modalities in multiple sclerosis, biomarkers in multiple sclerosis, and neurodevelopmental disorders such as autism and intellectual disability. Many faculty are lead investigators in clinical trials to identify new therapeutic approaches for a broad range of neurological disorders.

SCOPE OF ROLE
  • Accomplishes responsibilities by applying specialized and theoretical knowledge, principles, and concepts of a professional discipline normally acquired through advanced education or specialized training. Resolves issues and significant matters on behalf of management by utilizing independent judgment, discretion, creativity, and analytical thinking. Contributes to development and evaluation of goals and objectives. Creates solutions to ensure legal and policy compliance. May supervise, mentor, or coordinate work of others (positions that supervise are responsible for service delivery, quality assurance, and employee performance). May independently manage or administer programs, processes, projects, or resources.
  • Applies advanced, expert level knowledge, concepts, principles, and skills. Substantial latitude in decision making. Sets goals and objectives to align with defined strategy. Informs supervisor of progress. Works on ambiguous matters generally without precedent or structure and independently develops standardization and protocol. Makes departures from traditional approaches to develop novel solutions. Influences strategy, program, policy development, and best practices. Acts as expert resource to others.
PRIMARY DUTIES
  • Manage financial (FIN), procurement (SSA), and human resource (HR) functions for an administrative office or department formulating unit plans, policies, and procedures, setting goals and objectives, enforcing rules and regulations. Manages the preparation of the unit's budget, approves expenditures, analyzes variances, initiates and enforces corrective actions.
  • Formulate and coordinate policies and standard operating procedures for unit to ensure compliant, effective, and efficient operations that support the unit's goals. Implement campus policies, procedures and programs, and ensures compliance. Ensure unit is informed on University, Federal, State, and Local policies, procedures and regulations.
  • Partners with senior management in formulating unit strategic plans, assessing resources, and initiatives in alignment with the University plan, as well as proposing policies and procedures for unit. Manage short- and long-term department planning and success of short- and long-term projects that increase the operational efficiency and effectiveness of the unit.
  • Manage the human resources of the unit, including payroll processing, human resource transactions, purchase orders and financial budgeting, forecasting and reporting.
  • Provides unit with assessment, training, and advisement in area. Monitor, review, and evaluate ongoing functional programs and controls, assessing needs and facilitating improvements.
  • Manage the budget and finances in accordance to Generally Accepted Accounting Principles (GAAP). Develop, monitor, analyze, forecast, and report on annual budget and finances that include managing effort reporting and funding profiles. (FIN)
  • Reviews statistical data and reports for use in budgetary evaluation. Creates and analyzes monthly, quarterly, and annual reports and ensures financial information has been recorded accurately. (FIN)
  • Manages all aspects of the department payroll, such as establishing appropriate checks and balances to ensure payroll and timesheet compliance and accuracy. Generates reports for the general ledger and reconciliation, and oversees the administration of payment. Works closely with central Financial Services-Payroll to ensure proper reconciliation and payroll tax compliance. (FIN-PR)
  • Determines client needs from analysis and designs procurement methodology, researches markets, and assists in contracts and negotiations. Prepares travel journal entries and reviews travel expenditures. (SSA)
  • Manage human resource functions related to day-to-day transactions. (HR)
  • Manage the employment, credentialing, payroll and records management processes for the unit. Works with Human Resource in the handling of employee relations/labor issues, including performance management, counseling, disciplinary actions, grievance resolution, layoffs and terminations. (HR)
  • Interpret and implement human resources policies, regulations, procedures and programs. (HR)
  • Create a cohesive work team that works collaboratively to achieve unit's goals. Oversee the recruitment, performance, and training of team members and continually reviews strengths and weaknesses of staff to maintain a well-trained, highly involved, and motivated team.
  • Responds to inquiries with accurate and policy supported information. Collaborate with appropriate resources when unable to find factual support for answers.
  • Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in business administration, public administration, finance, accounting, human resources, or other related field.

Experience: Five (5) years of related experience in human resources and business, budget, or financial operations.

Supervisory Experience: Two (2) years of direct management responsibilities that involves personnel recruitment, training, and professional development related to position required.

Other: Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and/or experience is required only directly related education and/or experience may be substituted.
