Job Title: Technical Program Manager (Software Delivery Oriented)

Client: Elevance

Location: Remote (East Coast Hours)

Duration: 6+ Months

Visa: USC/GC

Rate: $70/hour C2C

Position Overview

We are seeking an experienced Senior Technical Program Manager (TPM) to lead, govern, and drive a portfolio of complex software delivery initiatives across distributed engineering, product, and architecture teams.

This role requires a hands-on technology professional with a strong background in software engineering, architecture, or technical product delivery. You will serve as the single source of truth for senior and executive leadership-consolidating signals from Project Managers and Scrum Masters, resolving multi-stream dependencies, evaluating technical trade-offs, and driving transparent, data-driven execution.

Note: This is not an administrative Project Manager or Scrum Master position. We require an owner who understands software systems from the inside out and can actively unblock teams when technical, operational, or architectural bottlenecks arise.-----

Core Responsibilities

1. Program Governance & Execution Leadership

  • Oversee end-to-end execution across a portfolio of concurrent software development initiatives, ensuring alignment with strategic business goals.
  • Orchestrate and align Project Managers, Scrum Masters, and engineering leads to maintain operational cadence, milestone accuracy, and delivery velocity.
  • Establish and refine program governance, standard operating rhythms, capacity planning, and cross-team communication channels.
  • Act as the ultimate escalation point for delivery blockages, resource contention, and cross-functional conflicts.

2. Technical, Architectural & Dependency Management

  • Map and actively track complex dependencies across Engineering, Product, Architecture, QA, DevOps, and Security streams.
  • Engage directly in technical and architectural discussions to evaluate trade-offs, feasibility, release sequencing, and system integration points.
  • Ask probing technical questions to uncover hidden delivery risks, validate scope assumptions, and eliminate critical path friction before it impacts timelines.

3. Executive Visibility & Risk Governance

  • Translate project-level execution signals into clear, executive-ready dashboards, risk registers, and status reports for C-suite and VP leadership.
  • Define and track key program health metrics (Cycle Time, Velocity, Scope Creep, Burnup/Burndown, Defect Density, Lead Time).
  • Articulate program health objectively-distinguish between facts, assumptions, risks, and required decisions.
  • Deliver direct, fact-based status updates alongside root-cause analyses and actionable mitigation plans.

Required Experience

  • Experience: 8+ years of direct experience in software delivery, technical program management, software engineering, or technical product leadership.
  • SDLC Background: Direct, practical exposure to the entire Software Development Lifecycle (SDLC), including system design, architectural reviews, CI/CD pipelines, and cloud-native application delivery.
  • Portfolio Scope: Proven track record of managing multi-stream technical programs involving 50+ engineers, product managers, and cross-functional contributors.
  • Methodology Mastery: Deep expertise in Agile, Scrum, Kanban, and hybrid delivery frameworks at scale.
  • Executive Presence: Exceptional, fluent written and spoken English skills, with extensive experience presenting complex technical topics to senior stakeholders and C-level executives.

Regional & Domain Requirements

  • US-Based Candidates: Strong experience within the healthcare technology sector is strongly preferred (health insurance/payers, provider systems, clinical/patient-facing applications, HIPAA-regulated environments, and healthcare data standards like HL7/FHIR).
  • LATAM-Based Candidates: Healthcare domain experience is preferred but not required. Candidates must demonstrate equivalent depth in complex, highly regulated industries (Fintech, Enterprise SaaS, or large-scale distributed systems).

Preferred Qualifications

  • Hands-on background as a former Software Engineer, Technical Architect, or Technical Product Manager.
  • Experience managing cross-border or nearshore/offshore engineering delivery models.
  • Certifications (PMP, PgMP, SAFe, Scrum) are welcome, but proven, hands-on technical delivery execution takes precedence.
