Overview

Abt Global is seeking highly qualified U.S.-based consultants to join a roster of experts supporting current and future opportunities funded by the U.S. Department of State Bureau of Global Health Security and Diplomacy (GHSD).

Abt is seeking consultants who have experience supporting governments, local institutions, and implementing partners to strengthen their ability to sustainably plan, finance, manage, and deliver health services while advancing health security and resilience. Consultants should also have business development experience as they would be expected to support proposal development processes. 

We are interested in consultants who will bring expertise in one or more of the following areas:

Health System Sustainability and Country Ownership

  • Health systems strengthening
  • Health financing and domestic resource mobilization
  • Public financial management for health
  • Transition and sustainability planning
  • Human resources for health
  • Governance and institutional strengthening
  • Health sector reform
  • Public-private partnerships in health
  • Private sector engagement, faith-based health systems, and strategic partnerships
  • Digital health, health information systems, data analytics, interoperability, and data use for decision-making
  • Supply chain and pharmaceutical systems strengthening

Global Health Security and Infectious Disease Programs

  • Outbreak preparedness and response

Preferred Knowledge and Skills

  • An advanced degree in public health, medicine, epidemiology, health economics, health policy, international development, or a related discipline.
  • Extensive experience supporting donor-funded health programs in low- and middle-income countries.
  • Demonstrated experience working with ministries of health, ministries of finance, national public health institutions, local organizations, and development partners.
  • Expertise supporting sustainable, country-led approaches that strengthen local systems and institutional capacity.
  • Strong experience translating technical concepts into practical, measurable implementation strategies.
  • Excellent stakeholder engagement, facilitation, communication, and technical writing skills.
  • Experience designing or implementing programs with a strong focus on accountability, performance, efficiency, and measurable outcomes.
