(EXTENDED) VACANCY INFORMATION: Business Systems Specialist V (Geographic Information Systems) - There is currently one Business Systems Specialist Grade V opening in the Technology and Innovation Department. The Business Systems Specialist (GIS) role operates under limited supervision and requires specialized expertise in advanced, enterprise-level Geographic Information Systems (GIS).

This includes the administration and maintenance of ArcGIS Enterprise, specifically ArcGIS Server and ArcGIS Pro, as well as the management of multi-editor, versioned enterprise geodatabases (SDE), which involves performing administrative reconciliation and posting. The City's GIS infrastructure supports various departments with diverse operational needs, including Public Safety, Public Works, Utilities, and executive leadership. Please refer to the Desirable Qualifications listed below for more information.

The current vacancy is in Grade V ($46.922 - $63.920 Hourly). SALARY INFORMATION: Grade I - $31.378 - $42.612 Hourly Grade II - $34.687 - $47.149 Hourly Grade III - $38.354 - $52.185 Hourly Grade IV - $42.431 - $57.788 Hourly Grade V - $46.922 - $63.920 Hourly Grade VI - $51.967 - $70.775 Hourly Grade VII - $59.714 - $80.367 Hourly EXAMPLES OF DUTIES Under supervision, performs specialized technical work pertaining to applications programming and analysis, system software/hardware analysis and design, and system administration and support activities; prepares or codes programs from specifications; tests and debugs programs; updates and modifies existing programs from detailed specifications; develops, maintain and/or updates system procedures and documentation; performs hardware and software maintenance on complex installations and data communications equipment; interfaces with end users to plan, define and implement systems modifications; accurately interprets end user needs and requirements and modifies or designs programs or systems to meet those needs; prepares detailed technical specifications for programmers to follow in program development and modification; provides timely, accurate and effective customer service; recommends options to end users by considering various solutions to business needs; may act in a lead or supervisory capacity; may prepare or evaluate training materials and manuals; and performs other related duties as required. REQUIREMENTS TO FILE Applicants must meet one of the following options: Option A

Bachelor's degree from an accredited college or university in science, technology, engineering, math, business systems, accounting systems, or related field with major coursework in computer science or closely related field (proof required) * AND one year of paid, full-time experience equivalent to a Systems Technician (or higher) with the City of Long Beach or a related field such as, Information Systems Management, Information Systems Support, IT Security Manager, or Database Systems Management. OR Option B. Associate's degree from an accredited college or university in science, technology, engineering, math, business systems, accounting systems, or related field with major coursework in computer science or closely related field (proof required) * AND three years of paid, full-time experience equivalent to a Systems Technician (or higher) with the City of Long Beach or a related field such as Information Systems Management, Information Systems Support, IT Security Manager, or Database Systems Management.

OR Option C. Completion of a certificate program or technical school in Computer Science or related field (proof required) * AND four years of paid, full-time experience equivalent to a Systems Technician (or higher) with the City of Long Beach or a related field such as Information Systems Management, Information Systems Support, IT Security Manager, or Database Systems Management. Opportunities for Substitution of Education or Experience Additional experience may be substituted for the required education on a year-for-year basis to the extent that the experience has prepared the individual to perform the duties of the classification.

Knowledge, Skills, and Abilities: Knowledge of the principles, techniques, and methods used in acquiring, developing, implementing, and/or enhancing computer hardware and software. Ability to work with co-workers and members of the public through effective interpersonal, written, and oral communication skills.

Willingness to work occasional nights, weekends, holidays, and/or overtime as required. A valid driver's license, or the ability to arrange necessary and timely transportation for field travel, may be required for some assignments. DESIRABLE QUALIFICATIONS: Business Systems Specialist V (Geographic Information Systems) Technical Skills & Software Experience administering and maintaining ArcGIS Enterprise (ArcGIS Server, ArcGIS Pro, and ArcGIS Online), including publishing, optimizing, and securing GIS services with established governance standards and data-quality controls.

Experience managing multi-editor, versioned enterprise geodatabases (SDE), including administrative reconciliation and posting. Ability to develop web-based GIS applications using ArcGIS Experience Builder, StoryMaps, Dashboards, Survey123, and Instant Apps. Public Safety Operations Ability to support crime-analysis workflows, response-time modeling, station-area planning, and/or Emergency Operations Center (EOC)-related functions.

Ability to support mobile and field-data collection workflows and integrate GIS with public-safety systems such as Computer Aided Dispatch (CAD) and Records Management Systems (RMS). Collaboration & Leadership Experience in developing and maintaining enterprise GIS documentation, ensuring workflows and standards are clearly communicated across teams. Ability to collaborate effectively with cross-departmental partners to deliver accurate and actionable spatial intelligence.

SELECTION PROCEDURE EXAMINATION WEIGHTS: Application and Supplemental Application......................................................Qualifying Screening of applicants will be conducted on the basis of application and required supplemental application submitted. This selection procedure will be conducted using a continuous non-competitive process, which means applications are evaluated solely on training, experience, education, or certification. All applicants meeting the minimum qualifications will be placed on an eligible list

Applicants receiving Veteran's Credit will be placed on the eligible list first and then in the order in which applications were filed. This is a continuous eligible list, which means eligible lists may be established periodically and may expire six months from their effective date. Applicants may apply only once during a four-month period.
