CLOSING DATE:ย 02/02/2026 by 5 pm (Open externally until filled)JOB SUMMARYTo gather, analyze, and disseminate information describing crime patterns, crime trends, and potential suspects critical to crime prevention, investigations, and public safety operations. The Intelligence Specialist conducts research on criminal activity and emerging threats; maintains intelligence and crime analysis databases; produces timely reports, briefings, and bulletins for officers and command staff; assists with creating local, state, and federal statistics for city-wide and in-house reporting requirements, compiles extracted data and information into clean, understandable reports, and ensures work quality and adherence to established policies and procedures to enhance the departmentโs operational effectiveness.
SUPERVISION RECEIVED AND EXERCISEDReports to theย Chief ofย Policeย or designee. Supervision may be received from ranking police personnel as delegated by the Chief of Police.ย ย Mayย occasionallyย assistย in overseeing clerical personnel involved in intelligence and crime analysis projects.ย
EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES โ Essential and other important duties and responsibilities may include, but are not limited to, the following:ย
ย
- Information Collection & Research:ย Gather and evaluate information from internal reports, CAD/RMS data, field interviews, social media/open-source intelligence (OSINT), confidential informants, fusion centers, and partner agencies.ย ย Conduct research on criminal activity, trends, organized crime, gangs, narcotics, human trafficking, cybercrime, and other emerging threatsย impactingย Port Arthur.ย
- Analysis & Assessment:ย Perform qualitative and quantitative analysis toย identifyย crime patterns, series, hotspots, repeat offenders, and modus operandi.ย ย Develop threat assessments,ย risk matrices, and actionable intelligence to support proactive policing and officer safety.ย ย ย Assistย in the identification of suspects and conduct record checks on individuals, vehicles, licenses, weapons, etc. using computer systems including the National Crime Information Center and Texas Crime Information Center.ย
- Dissemination & Briefings:ย Produce daily/weekly intelligence summaries, officer safety bulletins, BOLOs, suspect profiles, strategic reports, and case-support packets for investigators and command staff.ย ย Assistย in designing and producing various statistical, analytical, and confidential reports, maps, spreadsheets, and other documents using a variety of computer software.ย ย ย
- Operational Support:ย Provide information thatย assistsย with tactical decision-making during critical incidents, planned operations, and major case investigations; provide real-timeย information support in coordination with Dispatch and investigative units.ย
- Database Maintenance & Records:ย Maintain intelligence, case-support, and crime analysis databases; ensure data integrity, security, and compliance with applicable laws, CJIS requirements, andย department policies.ย ย Creating andย maintainingย files, spreadsheets,ย databasesย and reports related to the tactical, strategic, and intelligence analysis functions of the department.ย
- Interagency Coordination:ย Assist other law enforcement agencies as directedย to ensureย appropriate informationย exchange and deconfliction.ย
- Training & Standards:ย Assist in providingย user training to officers on intelligence procedures, situational awareness tools, and analytical productsย where appropriate.ย
- ย Recommend improvements toย collection plansย and analytical methodologies.ย Other:ย Performย otherย duties as assigned.ย
QUALIFICATIONS:ย
Knowledge of:ย Principles and practices of criminal intelligence, crime analysis, and investigative research; sources and methods for collecting information; analytical techniques and data visualization tools; applicable laws and confidentiality requirements.ย
Ability to:ย ย Communicate effectively, verballyย withย the ability to write clearly, accurately, concisely, legibly, and with correct English grammar, construction, and spelling; excellent public presentation skills.ย ย Operate office equipment including computers and supporting crime analysis programsย utilizingย specialized technical and database software and databases.ย ย Gather,ย validate, and synthesize information; produceย accurateย reports and briefings;ย work independentlyย and as part of a team;ย operateย analytical and office software;ย maintainย accurateย records; collaborate across divisions and with external partners.ย ย Establish andย maintainย effective working relationships with officials, employees, supervisors, volunteers, and the public.ย
Experience and Training GuidelinesPreferred:ย Prior experience in law enforcement intelligence, crime analysis, criminal investigations, or a closely related field.ย ย College coursework (minimum of thirty (30) hours) in criminal justice, intelligence studies, data analytics, or related discipline.ย
Required:ย Possession of a high school diploma or GED.ย
License or Certificate: Preferred:ย Professional certifications (e.g., Law Enforcement Intelligence Units, IACA, or comparable) are preferred.ย ย ย
Required:ย Possession of, or ability to obtain, a valid Texas Driverโs License within thirty (30) days of appointment.ย ย Must obtain technical certificates in TLETS/NCIC computer system.ย ย Successful completion of a background investigation and polygraph isย required.ย
