Job description

Job Profile: 

Counterpart International is currently seeking a short-term consultant to serve as the Safety & Security Manager (SSM) for our Niger project.  The SSLM will be the primary point of contact for country security and responsible for building the safety and security capacity of CPI’s operations. Candidates must have previous field experience working in Niger. This is a full-time position based in Niger that will report to Chief of Party.   The consultancy will last for 1 month with the possibility of extending.

Primary Responsibilities:

Safety and Security Role Specifics:

  • Maintain all safety and security policies and procedures for the Niger project, and ensure they are communicated to all staff, visitors and technical consultants.
  • Continually assess program activities, operational context and their impact on staff safety & security.
  • Provide technical support and advise Security Focal Points and Chief of Party on exposure to risk, potential impact and liability.
  • Attend security meetings and build working relations with external agencies: UN, government offices, police, INGOs and other sources to enhance knowledge of potential security threats
  • Be willing and able to respond remotely, or in-person, to emergencies 24 hours per day, 7 days per week.
  • Be responsible for the procurement and management of security services contracts
  • Participate in Incident and/or Crisis Management teams, as emergency situations arise
  • Prepare regular safety and security reports for as requested by the Chief of Party / Head of Safety and HQ Security.
  • Maintain an up-to-date security plan consistent with Counterpart standards and ensure that all staff have read and fully understand its content.
  • Develop and implement a security training plan for all staff, ensuring that training competencies are met and share results with Counterpart’s Head of Safety & Security.
  • Maintain briefing records and ensure all new employees or travelers, international or national, receive appropriate security orientation within 24hours of arrival in the field.
  • Strengthen and apply office and residential facilities’ security standards and selection procedures.
  • Ensure proper use of the security incident reporting system; apply the analytical framework to incident data; and share information among Counterpart staff and with other NGOs as appropriate.
  • Assure that Counterpart storage facilities are secure and properly managed including proper inventory records.
  • Assess communications needs at post, ensure availability of appropriate communications technology, and update the emergency communication contact list regularly.
  • As required, perform field office safety and security assessments throughout Niger.
  • Ensure all Counterpart vehicle movements are authorized, monitored and tracked using appropriate systems.

Qualifications:

Required:

  • Minimum of five (5) years of relevant work experience, or equivalent combination of education.
  • A formal security qualification or advanced security management training.
  • Substantial practical field experience in security management in a leadership role (e.g. direct INGO security management).
  • Work experience in insecure/hostile environments
  • Experience and knowledge of personnel and organizational security issues, conducting threat/risk assessments, security management and security awareness in an insecure environment.
  • Ability to work within a multi-cultural and diverse team
  • Experience of incident reporting, incident mapping, set up and execution of an incident warning system (warden system), compilation of security reports and assessments.
  • Experience in training, coaching and mentoring national and international staff in safety and security.
  • Technical competency and training experience in field based communications systems such as HF Codan, Motorola VHF, Thuraya, satellite systems, internet systems and mass messaging communications systems
  • Ability to adapt to needs and balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination.
  • Fluent in written and spoken English and French
  • Management of logistics, servicing and planning.
  • Strong report writing, analytical and interpersonal skills.
