JOB SUMMARY

The Electrical Plant Inspector is responsible to inspect, verify and confirm the construction and maintenance of both distribution overhead and underground Hydro Ottawa plant, as well as the installation of third party plant in or on Hydro Ottawa infrastructure, and ensure it conforms to Hydro Ottawa standards.

MAJOR RESPONSIBILITIES

The essential responsibilities of the job include but are not necessarily restricted to the following:

  • Confirm all work performed is in accordance with Ontario Regulation 22/04.

  • Sign off on Construction Verification Program (CVPs).

  • Confirm all work performed is in accordance with Hydro Ottawa approved standards.

  • Confirm all contractors working for Hydro Ottawa work in accordance with the Electrical Utility Safety Rules, the Utility Work Protection Code, Hydro Ottawa Standard Work Methods, IHSA Safe Practice Guides, the Occupational Health and Safety Act, the Ontario Provincial Safety Construction and Industrial Regulations, Municipal By-laws or any other Provincial/Federal Regulation or Act which applies to the work at hand.

  • Perform safety audits and assist in investigations on contractor operations.

  • Confirm Hydro Ottawa approved contractors have appropriate permits, work protection, Ministry of Labor notification, etc in place and at job site and complete contractor inspection report cards at project close.

  • Provide interpretation of Hydro Ottawa specifications to outside contractors.

  • Assess and refine processes to enhance efficiency, productivity, quality, accuracy and safety.

  • Provide ongoing reports to the Supervisor regarding contractor work progress.

  • Confirm only Hydro Ottawa approved contractors and their workers are used for working on Hydro Ottawa assets and job sites.

  • Document and report any damage to Hydro Ottawa or customer owned plant.

  • Review and Audit detailed as-built mapping as required to Reg 22/04.

  • Support testing, inspection and maintenance programs.

  • Inspect and assess the condition of overhead plant such as poles, wires, transformers, insulators, cross-arms, pole grounds, 3rd party pole holds, etc.

  • Inspect and assess the condition of underground plant such as ducts and duct structures, cable chambers, handholes, padmount transformers, ground grids, Hydro Ottawa owned vaults, cables, telecom plant, etc.

  • Inspect and assess the condition of both overhead and underground plant prior to the installation of third party plant such as telecom.

  • Audit third party installations on or in Hydro Ottawa infrastructures such as telecom or street-lighting.

  • Verify and confirm Hydro Ottawa maintenance & reliability programs are executed according to the contract.

  • Ensure project paperwork is thoroughly completed and accurate by contractors.

  • Verify completion & accuracy of commissioning and/or equipment test reports including the pre-energization checklist.

  • May be required to hold work protection for projects.

  • Use GIS for mapping, verification of circuits and isolations.

  • Assess and monitor contractor competency with Hydro Ottawa equipment and report to management.

  • Inspect energized high voltage and metering equipment.

  • Attend pre-design, pre-construction, pre-energization, project close out, and project site meetings with Design staff, Construction staff as well contracting staff and customers to assist in coordinating schedules, job flow and provide progress reports as required.

  • Escort contractors into Hydro Ottawa facilities, such as substations and vaults as required.

  • Support Hydro Ottawa's Electricity Emergency Response Plan (EERP) by assisting with onboarding & managing/monitoring contractor resources during the event, which may include holding work protection & performing Damage Assessment.

  • Conduct regular audits/inspections to confirm compliance regarding vehicles, equipment, tools, safety meetings, personal protective equipment, work practices, job performance, proper tailboard record keeping, quality of work,traffic management plans, etc.

  • Verify project change requests are adhered to by contractors.

  • Conduct assessments on Hydro Ottawa plant documenting and reporting the condition and operational status of assets.

  • Maintaining and responding to customer relations during ongoing projects.

  • Train new staff as required.

  • Perform other related duties as required.

EDUCATION AND EXPERIENCE

  • Red Seal Powerline Technician or certified Power Cable Technician or Licensed 309A and 3 years working as a journey person preferred or a minimum of 5 years' experience in a related field such as cable locations, underground cable work, overhead pole line construction, or underground civil construction.

  • Experience with commercial and suite metering is considered an asset.

  • Certification in First Aid/CPR, WHMIS (Workplace Hazardous Materials Information System) and Confined Space Entry considered an asset.

  • Certification or ability to obtain Electrical Utility Work Protection Code.

  • Knowledge of Hydro Ottawa Standard Work Methods, Hydro Ottawa Approved Standards considered an asset.

ADDITIONAL REQUIREMENTS

  • English both oral and written

  • Bilingual (English/French) considered an asset

  • Valid driver license - Class "G"

  • Government of Canada security clearance (level 2) or ability to obtain.

The terms and conditions of employment for this position are governed by the collective agreement between Hydro Ottawa Limited and IBEW Local 636.
