Job Description Stafford County Government is seeking a creative and technically skilled Media Specialist to help tell the stories that inform, engage, and connect our community. This role combines video production, digital storytelling, and multimedia content development to showcase county services, initiatives, and events across a variety of platforms. The ideal candidate is an innovative communicator who thrives in a collaborative environment and is passionate about producing high-quality content that makes a meaningful impact.

Under general direction, performs responsible technical work with full-scale video production and video operations (including planning, producing, directing, scripting, filming, and editing), digital storytelling, content development and management of video and streaming equipment and vendor relationships; does related work as required. The full salary range for this position is $68,910 to $120,598 to provide opportunity for growth and development. Examples of Duties Oversees the planning, development, and production of Countywide video and multimedia communications to meet the informational needs of residents, employees, and leadership, including collaborating with the Board of Supervisors, senior staff, departments, and community stakeholders to deliver effective visual messaging for public outreach, employee training, and internal communications. Develops and executes digital video strategies to increase reach, accessibility, and public engagement across County platforms, including social media, websites, and internal channels.

Plans, scripts, produces, directs, and edits professional-quality video content for government access channels, institutional networks, and digital distribution, ensuring consistency with County branding and communication standards. Manages video production equipment and related technology, including cameras, audio, lighting, editing systems, and studio infrastructure, ensuring proper use, maintenance, and readiness for production needs. Coordinates with external vendors and contractors for specialized video, live production, or post-production services, including defining scope of work, managing schedules, and ensuring deliverables meet quality and performance expectations.

Produces still photography and video footage to support programming, promotional content, and documentation of County events, initiatives, and operations. Designs supporting visual materials such as graphics, charts, tables, thumbnails, and cover layouts for reports, presentations, and multimedia products derived from statistical or technical data. Provides technical guidance and hands-on support to departments and agency users throughout the video production lifecycle, from concept development and pre-production planning through filming, editing, and final delivery.

Prepares concise headlines, captions, and on-screen text for video content, reports, and digital publications to ensure clarity and accessibility. Manages inventory, ordering, storage, and lifecycle planning for video, photography, and production supplies and equipment. Maintains current knowledge of emerging video production techniques, digital trends, accessibility standards, and audiovisual technology through professional development, workshops, and industry resources.

Performs related duties as required to support the County's communications, engagement, and media objectives. Knowledge, Skills and Abilities Knowledge of the methods, tools and equipment used in the maintenance of a wide variety of digital media recording equipment; Knowledge of the relationship of the equipment to the development of instructional media material; Knowledge of the theory, techniques and equipment utilized in producing, videotaping and editing video programs; Knowledge of web platforms and programming; Knowledge of graphic design, web design, marketing and social media; General knowledge of the County's hardware and network environment; Skill in the use of Microsoft Office Products, Adobe Creative Cloud, specifically Premiere Pro and After Effects and other web page design software; Skill in the use of professional video cameras, field and studio lightning and audio; Ability to express ideas clearly and concisely, orally and in writing; Ability to formulate effective design solutions for a wide variety of graphic assignments; Ability to fulfill design assignments creatively; Ability to follow oral and written instructions; Ability to establish and maintain effective working relationships with fellow employees, superiors, department users, other County officials, community groups, vendors, suppliers and the general public; Ability to maintain the confidentiality of information; Ability to provide training and assistance to all levels of users while organizing and managing several projects simultaneously and meeting deadlines; Ability to manage, produce, and edit electronic and fillable forms. Education and Experience Any combination of education and experience equivalent to an associate's degree from an accredited two -or four-year college or university with an associate's degree in fine or commercial arts, visual arts, media arts, graphic design, motion graphics, multimedia, or a related field, and two years of experience in graphic arts or motion graphic work.

An additional two years of experience may suffice to meet the educational requirements.
