Job Title: Senior Oracle Application Developer
Location: Phoenix, AZ (100% Remote – Open to Local & Out-of-State Candidates)
Employment Type: Contract (Hourly)
Duration: May 25, 2026 – June 30, 2027
Work Schedule: Day Shift
Interview Mode: Google Meet (Camera Required)

Position Overview

The Arizona Department of Environmental Quality (AZDEQ) is seeking a highly skilled Senior Oracle Application Developer to support and enhance mission-critical permitting applications. This role plays a key part in bridging database architecture and application functionality while ensuring stable, scalable, and maintainable Oracle-based systems.

The successful candidate will be hands-on in application development, production support, system enhancements, and collaboration with technical and business stakeholders in an Agile environment.

Key Responsibilities
  • Architect, design, develop, and document database-backed Oracle applications for complex permitting systems.
  • Enhance and modify existing applications in alignment with functional and technical design specifications.
  • Adhere to established coding standards, SDLC methodologies, and best practices.
  • Debug applications and validate specifications prior to deployment into production environments.
  • Collaborate with business analysts, subject matter experts, and stakeholders to translate business requirements into technical solutions.
  • Provide production support by analyzing, troubleshooting, and resolving system issues and end-user service requests.
  • Develop and maintain comprehensive technical documentation.
  • Actively participate in Agile ceremonies including sprint planning, backlog grooming, and daily stand-ups.
  • Maintain a customer-focused approach by responding promptly to stakeholder needs and managing expectations.
Required Skills & Experience
  • 7+ years of experience as an Oracle Developer
  • Strong expertise with:
    • Oracle PL/SQL (Oracle 19c / 12c)
    • Oracle Forms and Reports (12c)
    • Oracle APEX
  • Advanced PL/SQL development including complex:
    • Stored Procedures
    • Packages
    • Triggers
  • In-depth knowledge of modern Oracle features:
    • PL/SQL Collections, Records
    • Table and Object Types
    • Dynamic SQL
  • Proven experience with:
    • Reference Cursors for data retrieval
    • Exception handling and error management
  • Hands-on experience using Git and GitHub for version control
  • Experience working in Agile/Scrum environments using Jira
  • Strong analytical, problem-solving, and collaboration skills
Preferred Skills & Experience
  • Ability to analyze and map existing systems to develop solution designs
  • Experience working in fast-paced, multi-project environments
  • Knowledge of Oracle Red Gate for code promotion
  • Experience with Unix Shell scripting
  • Basic understanding of Java for collaboration with mixed-language development teams
  • Experience with Data Warehousing
  • Bachelor’s Degree in Computer Science or a related field (preferred, not required)
