Job description

Position Summary: The Quality Control Specialist is responsible for the accurate execution of Home Mortgage Disclosure Act (HMDA/Regulation C) reviews for the Wholesale Lending units and back-up review for the Retail Lending unit. This role also provides flood review assistance for Wholesale Lending real estate collateral in accordance with Flood Disaster Protection Act and the National Flood Insurance Program (NFIP) requirements. The position focuses on ensuring data integrity, regulatory compliance, and adherence to internal policies, investor requirements, and applicable federal regulations.

Essential Functions:

  • Perform Home Mortgage Disclosure Act (HMDA) reviews of residential real estate-related loan applications and transactions, including reportability determinations, and review loan file documentation and HMDA data for completeness, accuracy, and compliance with Regulation C. Functions of review are to:
    • Validate data accuracy for required HMDA data fields, including application information, action taken, loan terms, and Government Monitoring Information (GMI).
    • Identify, document, and escalate HMDA data discrepancies, errors, and trends in accordance with established quality control and escalation procedures.
    • Coordinate with Loan Operations, Secondary Market, and Wholesale Lending teams to resolve HMDA findings and support corrective action efforts.
    • Assist with ongoing HMDA regulatory change management and procedural updates.
  • Submit monthly and annual Wholesale loans to Compliance for scheduled testing.
    • Submit monthly and annual Secondary Market and In-house loans to Compliance for scheduled testing as needed. 
  • Conduct thorough reviews of initial flood insurance documentation for Wholesale loans prior to closing. Ensure compliance with federal flood regulations and internal policy requirements. Provide guidance or insight to teams on proper flood loan management. Duties of flood review management are to:
    • Review and validate flood zone determinations, flood notices, insurance coverage amounts, policy terms, and timing requirements.
    • Confirm compliance with mandatory flood insurance purchase requirements for structures located in Special Flood Hazard Areas (SFHAs).
    • Identify, document, and communicate flood compliance exceptions, including insufficient coverage, notice deficiencies, or documentation gaps.
    • Support remediation and corrective actions related to flood compliance findings in coordination with Loan Operations and Compliance.
  • Document review results, findings, and supporting evidence in designated quality control systems or tracking tools.
  • Assist with periodic reporting of quality control findings, trends, and recurring issues to Quality Assurance leadership.
  • Provide supporting documentation and responses for internal audits, regulatory examinations, and compliance reviews.
  • Backup responsibilities for complex In-House (Portfolio) and Secondary Market HMDA and Flood reviews.
  • Understand and adhere to all bank policies, laws and regulations applicable to their role. Complete compliance training; follow internal processes and controls as required.
  • Report all compliance issues, violations of law or regulations in accordance with the steps defined in bank policies.
  • Perform other job-related duties or special projects as assigned.
  • Regular and reliable attendance is an essential function of this position.

Qualifications:

  • Bachelor’s Degree in Business Administration, Finance or related field or comparable work experience preferred.
  • At least 3 years experience in lending, banking compliance, or related area.
  • Solid understanding of the lending industry, concepts, regulations B (ECOA), C (HMDA), and NFIP rules and mandatory insurance requirements and all other lending-related practices.
  • Valid Nebraska driver’s license.
