Description:

Ares Enterprise is seeking a driven Senior ServiceNow Developer to lead the design, development, enhancement, and maintenance of custom ServiceNow applications supporting the Department of Health and Human Services (HHS) financial management environment. This role will work closely with Product Owners, Platform Teams, Business Analysts, Security personnel, and stakeholders to modernize financial management business processes through scalable ServiceNow solutions.

The Senior Developer will serve as a technical leader responsible for architecture decisions, application design, platform optimization, integrations, security compliance, and Agile delivery execution. The position requires experience developing and supporting ServiceNow solutions within a federal government environment and a strong understanding of DevSecOps practices.


Essential Duties and Responsibilities

•Lead the design, development, testing, deployment, and maintenance of custom ServiceNow scoped applications.

•Design scalable solutions that support HHS financial management business processes and reporting requirements.

•Collaborate with Product Owners and stakeholders to refine requirements and translate business needs into technical solutions.

•Develop and review user stories, technical designs, workflows, forms, integrations, and automation solutions.

•Perform ServiceNow platform configuration, customization, and enhancement activities.

•Design and implement integrations with external systems and data sources.

•Participate in Agile ceremonies including sprint planning, backlog refinement, reviews, and retrospectives.

•Support platform upgrades, patching activities, and plugin implementations.

•Conduct code reviews and mentor junior developers.

•Troubleshoot application defects and perform root cause analysis.

•Develop dashboards, reports, and performance analytics.

•Ensure compliance with HHS security, privacy, and accessibility requirements.

•Support ATO activities, security assessments, vulnerability remediation, and audit responses.

•Create and maintain technical documentation, deployment plans, and user guides.

•Support production releases, rollback planning, and post-deployment activities.

•Provide after-hours support during critical upgrades, releases, or incident response activities as needed.

Requirements:

Required Qualifications

•Bachelor's degree in Computer Science, Information Systems, Engineering, or related field.

•Minimum 7 years of software development experience.

•Minimum 5 years of hands-on ServiceNow development experience.

•Experience developing custom scoped applications within ServiceNow.

•Experience with JavaScript, ServiceNow APIs, Flow Designer, IntegrationHub, and Service Portal.

•Experience implementing Agile and DevSecOps methodologies.

•Experience supporting enterprise SaaS platforms.

•Strong understanding of ITSM, ITOM, and platform governance principles.

•Experience performing code reviews and providing technical leadership.

•Strong written and verbal communication skills.

•Ability to work effectively in a federal government environment.

•Certified System Administrator (CSA)

•Certified Application Developer (CAD)

•Certified Implementation Specialist (CIS)

•Certified Technical Architect (CTA)

•Certified Application Specialist certifications relevant to platform capabilities


Preferred Experience

•Experience supporting federal government agencies.

•Experience supporting HHS, CMS, NIH, CDC, FDA, or other federal financial management organizations.

•Experience with ServiceNow platform upgrades and enterprise implementations.

•Experience with Zero Trust architecture initiatives.

•Experience supporting FISMA, NIST 800-53, ATO, and FedRAMP compliance requirements.

•Experience with financial management, reporting, grants, acquisition, or budget systems.

•Experience designing enterprise integrations and multi-tenant data models.

•Experience mentoring and leading development teams.


Security Clearance Requirements

•Ability to obtain and maintain a Public Trust background investigation (HHS Position Sensitivity Level 5/Moderate Risk).

•U.S. Citizenship required.


Work Location

•Remote with occasional travel to HHS facilities in Washington, DC, as required.
