The Manager, IT PMO leads and drives Agile Program and Project Management maturity efforts and delivers the IT portfolio of projects through PMO standards and process management. The Manager of the IT Project Management Office develops, establishes, executes, leads, collaborates and communicates to drive agile delivery of both IT and business submitted technical projects/programs. This position leads a team of IT Program and Project Managers that is responsible for project managing and delivery of the IEHP enterprise technology project portfolio. This role ensures appropriate resource and budget allocations, project planning completion, project intake, oversight, collaborative sprint and scrum management, and agile methodology application.

Key Responsibilities
  • Ensure appropriate resources and budget allocations, project planning completion, project intake, oversight, collaborative sprint and scrum management, and agile methodology application to the IT Project Portfolio.
  • Mentor, coach and lead all Program and Project Managers.
  • Ensure project Dashboard (Planview) and ADO standards are maintained and project data is available in near real time for leader status review and EPR portfolio presentation.
  • Manage project/program managers and project teams with effective communication and coordination.
  • Lead retro analysis of project practices and team practices, define and implement continuous improvements to increase the velocity and quality of IT Agile processes for maximum productivity.
  • Manage project conflicts, challenges, and dynamic business requirements to keep operations running at ahigh performance.
  • Work with the team leads to resolve problems and project roadblocks.
  • Support product owner(s) with intra-team dynamics with respect to priorities and scope.
  • Maintain team data resources and hours allocations in project management software to support estimates and execution.
  • Lead retro analysis of project practices and team practices, define and implement continuous improvements to increase the velocity and quality of IT Agile processes for maximum productivity.
  • Support product owner(s) with intra-team dynamics with respect to priorities and scope.
  • Manage Project Progress, Acceptance and Project Transitions.
  • Manage vendors and contractors on assigned engagements.
  • Manage other special projects as assigned.
  • Manage large organizational change management functions to address key projects assigned.
  • Hire, train, and manage support staff, while monitoring and evaluating outcomes. Conduct performance reviews of each team Member within IEHP guidelines.
  • Perform any other duties as required to ensure Health Plan operations and department business needs are successful.
  • Qualifications

    Education & Requirement

    Required:

    • Minimum of ten (10) years of direct work experience in a project management capacity and utilizing standard project management tools, including all aspects of plan development and execution in both technical and functional settings
    • Must have worked in a team-oriented and collaborative environment
    • Solid experience working with Architecture teams to assess and size story/epics
    • Must have prior experience in line management, coaching, and mentoring
    • Must have prior experience integrating and aligning plans within a broad range of internal and external functions
    • Must have experience working within Waterfall and Agile projects
    • Bachelor's degree in Computer Science, Business Administration, Healthcare, Project Management, or related program from an accredited institution

    Preferred:

    • Experience in JIRA/ Azure DevOps or Lean preferred. Prior experience in healthcare
    • Project Management Professional (PMP) certification
    • Certified Scrum Master (CSM)

      • Agile metrics (tasks, backlog tracking, burndown metrics, velocity
      • Fundamentals of iterative and incremental development
      • Healthcare or Insurance information systems, management issues, and current trends
      • Lean and Agile principles and processes
      • Scrum theory, rules, and practices
      • SDLC and Agile procedures to predict the development teams' needs
    • Strong skills in the following areas:
      • Expert coach on implementation of agile scrum
      • Advanced level in Microsoft Excel preferred
      • Excellent communication, interpersonal, and teamwork
    • Proven ability to:
      • Be a manager with a hands-on approach in a complex fast-paced business environment
      • Present issues and challenges in senior management forums
      • Ability to understand and represent both the business and technology
      • Lead through times of change, disruption, and growth
      • Demonstrable expertise of agile methodology and frameworks like Scrum, Kanban, etc
      • Present project readouts to Executive level audience (user stories, etc.) to analyze and improve sprint planning
      • Express action-oriented and creative approaches to IT system issues and problems
      • Listen effectively, respond to sensitive inquiries or complaints, cope with an ambiguous or changing environment
