The Opportunity:
Tetra Tech is seeking an experienced Health & Safety Officer to support field operations throughout Puerto Rico by promoting a strong culture of workplace safety and regulatory compliance. In this role, you will oversee the implementation of health and safety programs, conduct field inspections, identify and mitigate workplace hazards, and ensure compliance with applicable federal, Commonwealth, and company safety requirements.

Your Impact:
As the Health & Safety Officer, you will play a vital role in ensuring the health, safety, and well-being of employees, contractors, and project stakeholders. Your leadership in identifying risks, promoting safe work practices, and ensuring regulatory compliance will contribute directly to the successful delivery of critical projects throughout Puerto Rico.
Position Summary:
The Health & Safety Officer is responsible for implementing, monitoring, and enforcing health and safety programs across project sites. This position conducts field inspections, evaluates workplace hazards, supports incident investigations, provides safety guidance and training, and works closely with project leadership to ensure compliance with applicable occupational health and safety regulations and company policies.
Essential Job Functions:
The following duties are considered essential to the role. Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions:
  • Implement and monitor project-specific health and safety policies, procedures, and programs to ensure compliance with applicable federal, Commonwealth, local, and company requirements.
  • Conduct routine and unannounced field inspections to identify workplace hazards, evaluate risks, verify compliance, and recommend corrective actions.
  • Review and maintain familiarity with Health and Safety Plans (HASPs), Contractor Health and Safety Plans (C-HASPs), Job Safety Analyses (JSAs), Job Hazard Analyses (JHAs), permits, and other project safety documentation.
  • Monitor field activities to ensure employees and contractors follow established safety procedures and properly utilize required personal protective equipment (PPE).
  • Participate in project kickoff meetings, daily safety briefings, toolbox talks, milestone inspections, and other safety-related meetings.
  • Advise project leadership of unsafe conditions or work practices and recommend appropriate corrective or preventive actions.
  • Exercise stop-work authority when conditions present an imminent risk to personnel, property, or the environment, and coordinate corrective actions before work resumes.
  • Monitor environmental and workplace conditions, including heat stress, fatigue, airborne contaminants, and other occupational hazards.
  • Coordinate air monitoring, exposure assessments, and equipment calibration activities, as required.
  • Maintain accurate records related to inspections, safety observations, exposure monitoring, training, incidents, and corrective actions.
  • Investigate workplace incidents, injuries, illnesses, property damage, and near misses; prepare reports and assist in identifying root causes and corrective measures.
  • Support emergency preparedness activities and coordinate emergency response efforts when necessary.
  • Promote a proactive safety culture by providing coaching, guidance, and ongoing safety awareness to project personnel.
  • Perform other duties as assigned.

Required Qualifications:
  • Minimum of five (5) years of experience supporting occupational health and safety programs for construction, engineering, environmental, infrastructure, industrial, or related field operations.
  • OSHA 30-Hour Construction Industry Certification required.
  • Working knowledge of OSHA regulations and applicable occupational health and safety standards.
  • Experience conducting field inspections, hazard assessments, incident investigations, and compliance monitoring.
  • Demonstrated ability to identify workplace hazards, assess risk, and recommend effective corrective actions.
  • Experience implementing health and safety plans and supporting regulatory compliance on active project sites.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent written and verbal communication skills in English and Spanish.
  • Ability to prepare clear technical reports, inspection documentation, and incident records.
  • Ability to work independently while collaborating effectively with project teams.
  • Professional proficiency in English and Spanish, both written and verbal.
  • Must reside in Puerto Rico.

Preferred Qualifications:
  • Professional certifications such as Certified Safety Professional (CSP), Associate Safety Professional (ASP), Construction Health and Safety Technician (CHST), Occupational Health and Safety Technologist (OHST), or equivalent.
  • Experience supporting federally funded construction, infrastructure, environmental, or disaster recovery programs.
  • Experience implementing health and safety programs for engineering or environmental consulting projects.

Physical Requirements:
The employee must be able to perform field inspections at active project sites, including walking over uneven terrain, climbing stairs or ladders when appropriate, standing for extended periods, working outdoors in varying weather conditions, and lifting up to 35 pounds as needed.
Work Environment / Environmental Factors:
This is an onsite position based in Puerto Rico with regular travel to project sites throughout the island. Work may be performed in active construction, industrial, environmental, or infrastructure settings and may require exposure to varying weather conditions and outdoor environments.
Compensation:
The anticipated salary range for this position is $60,000-$80,000, commensurate with experience, qualifications, and geographic location. Actual compensation will be determined based on education, experience, certifications, and internal equity.
