Job Description

The Outreach and Enrollment Specialist (OES) is responsible for assisting families and children of the community to identify, enroll, and access affordable health insurance options through Medicaid/CHIP and the Health Insurance Marketplace.ย  Most duties will be conducted in an outreach-oriented environment in efforts to diminish rates of uninsured children.ย  The OES works in conjunction with the Outreach and Enrollment Coordinator to recruit new schools, community partners and sites in outreach, enrollment and retention activities and the development of new strategies and approaches to improve outreach and enrollment of eligible patients.ย  Approximately 75% of work activities will require travel and participation in evening and/or weekend activities in facilitating outreach to American Indian and Alaska Native (AI/AN) families throughout Maricopa County.

KEY ACCOUNTABILITIES:

  1. Participates in advocacy and outreach and enrollment activities that promote services available through NATIVE HEALTH (NH) with a focus on understanding and gaining access to affordable health insurance options through Medicaid/CHIP and the Health Insurance Marketplace.
  2. Provide marketing flyers, announcements and educational materials to the Community at large within Maricopa County and ensure that materials are culturally competent, clear, and useful prior to dissemination through school or outreach events.
  3. Responsible for enrollment and compliance with the Discount program available for all patients and fee waivers available for AI/AN patients.
  4. Monitor enrollment status of individuals and families to ensure completion of application process and maintain data to ensure families renew eligibility annually.
  5. Collaborate with other local, regional, and/or statewide outreach enrollment assistance efforts.
  6. Assist clients with enrollment and/or referrals to appropriate public health programs.ย  This may require in-home, in-clinic or community follow-up.
  7. Supports the organization as needed.

KNOWLEDGE, SKILLS AND ABILITIES:

  1. Knowledge of eligibility requirements of Arizona Medicaid (AHCCCS) and CHIP (KidsCare) and other alternate medical and social service programs/benefits available.
  2. Ability to uphold quality customer service to all patients/customers of NATIVE HEALTH.
  3. Experience with community outreach and/or education.
  4. Must be highly flexible to accommodate the changing needs of the department.
  5. Must understand the AI/AN community and culture, as well as experience working with people from diverse ethnic groups and various backgrounds.
  6. Ability to gather, analyze, and evaluate data and reports.
  7. Demonstrate proficiency with computer-based applications such as MS Office 365 (Word, Excel, PowerPoint, SharePoint, etc.), Adobe, email and other computer software programs.
  8. Demonstrate the ability to manage multiple schedules, timelines and deadlines with flexibility and minimal supervision.
  9. Ability to learn eligibility, enrollment, and access barriers to medical care issues of the Native American communities of Maricopa County.
  10. Ability to work with multiple levels of supervision and differing program requirements simultaneously.
  11. Knowledge of community resources.
  12. Ability to communicate with co-workers and superiors to carry out assignments, meet goals and ensure the success of the Outreach and Enrollment Program.
  13. Capacity for professional level of customer service.
  14. Must be dependable, punctual and reliable, relate well to others and able to meet deadlines.
  15. Must always be professional in demeanor, dress, and presentation of person and materials produced by this organization.
  16. Capacity for self-motivation and ambition with minimal supervision (in the field and outreach).
Qualifications

QUALIFICATIONS/EXPERIENCE/REQUIREMENTS:

  1. High school diploma, GED or equivalent with three years combined experience in customer service, health care advocacy and education, patient registration, or other direct care medical experience required.
  2. Associate degree in a related field preferred.
  3. Must obtain HEA+ Certification within 90 days of hire and maintain during employment.
  4. Must become CHW certified. ย 
  5. Bilingual in English/Spanish languages a plus.
  6. Must be flexible to work evenings and weekends.
  7. Must be flexible to work at any location as needed, e.g. clinics and outreach.

Standard Employment Requirements

  • Must possess a valid and unrestricted Arizona driver's license (within 30 days of hire if applicant is from out-of-state) with no DUI/DWI or reckless driving convictions in the last five years. No more than two at-fault accidents in the last three years. Must maintain a valid Arizona driver's license during employment. Must be insurable under NATIVE HEALTH's liability auto policy.
  • Must pass a criminal background check and obtain a Class I Fingerprint Clearance Card within the initial ninety (90) calendar days of employment and retain a valid card while employed with NATIVE HEALTH.
  • Must pass substance abuse testing upon employment and submit to random testing during employment.
  • Must provide an updated immunization (IZ) record at the time of employment.
  • Must have a current (within 12 months) Tuberculosis (TB) skin report upon employment and provide an annual update.
  • Must obtain Basic Life Support (BLS) certification within (90) calendar days of employment and maintain certification during employment.
