Client is looking for a Senior Broadband and Digital Equity Data Analyst to serves as the district's clearinghouse for all broadband and digital equity data-related issues.
Complete Description:
client is looking for a Senior Broadband and Digital Equity Data Analyst to serve as the district's clearinghouse for all broadband and digital equity data-related issues. This position performs a wide variety of analytical, research and administrative functions with the goal of increasing broadband capacity and solving the digital divide in Washington, DC. This professional position reports to Deputy CTO for Digital Services, located in client will be responsible for all data collection and analysis for Tech Together DC, a values-based city-wide initiative to close the digital divide in Washington, DC. Work will include identifying and managing large public and private datasets, conducting geo-spatial and statistical analysis, designing empirical research and survey instruments, and providing technical assistance for strategy, planning, and performance management.
• Monitor, track and leverage publicly available broadband and digital equity data from the FCC, NTIA and other authoritative sources.
• Manage all geospatial data collection and statistical analysis related to broadband and digital equity.
• Assist with the development of a statewide broadband plan to include goals and objectives to expand broadband coverage and capacity for all DC Residents.
• Participate in advisory and/or stakeholder workgroups to inform planning, mapping, and spending priorities for digital inclusion.
• Assist stakeholders in efforts to identify and overcome barriers to broadband deployment and adoption.
• Support the design, implementation, and analysis policy and program evaluations, including randomized controlled trials (RCTs), quasi-experimental analyses, and other methodologies as appropriate.
• Monitor and measure implementation of the state broadband and digital equity plans.
• Support the development of required state and federal reports.
Skill Requirements:
Experience/Knowledge/Skills:
• Strong communication skills both verbally and in-writing. A writing sample may be required.
• Ability to conduct independent research on complex issues involving policy, economic, financial or technical matters.
• Expert statistical analysis skills.
• Expert GIS skills and 5+ years working with Esri tools (ArcGIS Online, ArcGIS Pro etc).
• Deep experience with Business Intelligence and Statistical Modeling tools.
• Expertise in at least one statistical programming language (R, Python, Stata, SAS, or similar)
• Ability to write clear and concise reports or other materials appropriate for various audiences.
• Ability to meet applicable deadlines.
• Ability to develop and maintain cooperative and effective working relationships with various stakeholders.
• Mastery of Microsoft Office products (Excel, Word, Access, and Outlook)
Minimum Qualifications:
• Bachelor of Science degree from an accredited college or university in geography, engineering (mechanical, electrical, civil) or another technical field.
• Six (6) years and above of professional experience including a progressively responsible nature.
• Strong organizational and time management skills.
• Possess a sense of urgency and individual responsibility to work effectively with changing priorities.
• Maintain high degree of personal and professional ethics at all times.
Preferred Qualifications:
• Master of Science degree from an accredited college or university in geography, science, engineering, or information technology.
