GENERAL SUMMARY STATEMENT
The Risk Management Administrator is responsible for performing professional, technical, and administrative duties in the development, implementation, and oversight of SMFR’s risk management program. The Risk Management Administrator evaluates potential risks, recommends strategies to minimize risk exposure, implements workplace safety programs, facilitates the Safety Committee, coordinates insurance coverage, and administers workers’ compensation and general liability claims. This position serves as the subject matter expert and resource to management, divisions, and employees regarding risk management and mitigation.

Risk Management
Develops, implements, and monitors workplace safety programs, policies, and procedures to reduce employee injuries, property damage, and liability exposure.
Conducts and coordinates workplace safety inspections, job hazard analyses, and risk assessments; identify trends and recommend corrective actions.
Analyzes injury, incident, and near-miss data to identify root causes, emerging risks, and opportunities for proactive prevention.
Coordinates accident, injury, and exposure investigations; prepares reports, recommends corrective measures, and tracks implementation.
Coordinates and facilitates the District’s Safety Committee, including scheduling meetings, developing agendas, documenting minutes, tracking action items, and ensuring follow-through on identified safety concerns.
Serves as a liaison between departments, management, and employees on safety-related issues, ensuring consistent communication and accountability.
Monitors compliance with applicable federal, state, and local safety regulations and standards (e.g., NFPA, OSHA or state equivalents).
Develops and coordinates safety training programs, including onboarding, refresher training, and targeted training based on risk trends.
Maintains safety documentation, records, and metrics, including committee records, inspection reports, training logs, and corrective action tracking.
Collaborates with management and leadership to integrate safety practices into daily operations.
Prepares safety performance reports and recommendations for leadership to support informed decision-making and resource allocation.
Implements, coordinates, and monitors random drug testing program to ensure compliance; works with testing agents to ensure results are returned in a timely manner; coordinates with other HR staff as necessary.
Coordinates review of motor vehicle records for all applicable employee drivers to ensure compliance with District policy.
Promotes a culture of safety through employee engagement, education, and continuous improvement initiatives.
Worker’s Compensation Administration
Oversees and administers the District’s workers compensation program; ensures claims are properly documented, filed, and reported; coordinates with employees, insurance carrier, medical providers, and claim adjusters to ensure timely claim resolution; works with modified duty program manager to coordinate return-to-work and light-duty assignments.
Acts as primary liaison between the employer, the injured worked, medical providers, and claims adjusters; monitors claim status and follows up as necessary; verifies average weekly wage calculations; coordinates workers’ compensation benefits with payroll and HR staff; ensures compliance with Colorado Division of Workers’ Compensation rules.
Tracks costs and trends within the worker’s compensation program; analyzes data and implements strategies to improve program outcomes, enhance employee recovery, and reduce overall cost.
Leads the request for proposal (RFP) for selecting workers compensation vendors; evaluates proposals, works with adjusters and services providers to ensure effective and compliant claim management.
Implements and manages internal procedures for injury reporting and claim handling; updates policies based on regulatory changes and claim trends.
Liability Administration
Administers the District’s general liability insurance programs; maintains all coverage documents and renewals; reviews contracts, vendor agreements, and insurance documents to ensure compliance with the district and insurance carrier requirements; works with the District’s broker to evaluate insurance needs, deductibles, and coverages.
Provides logistical support pertaining to risk and the accreditation process.
Receives incident reports, investigates and evaluates liability claims to determine potential exposure to SMFR personnel, property, or vehicles; coordinates with the District’s insurer to ensure claims are filed and processed correctly; corresponds with the fleet and facilities bureaus regarding the severity of damage and repair status.
Reviews and assists in resolving citizen complaints as it may relate to damage caused by District apparatus or equipment.
Manages claims; reviews claim details to understand potential risks to the District; works with legal counsel, the insurance provider, or adjusters on claim resolution or settlement; submits invoices for payment.
Develops, modifies, and administers policies and standard operating procedures related to liability programs, insurance contracts, and claims administration.
Reviews and tracks all vendor certificates of insurance to ensure active and adequate coverage.
Implements and manages risk management software; prepares and presents reports, safety metrics, and recommendations to leadership to support continuous improvement in workplace safety and risk reduction.
Assists in the development and administration of program budgets; monitors expenditures and recommends cost control measures.
Attends professional meetings and participates in committees to remain informed of emerging trends, best practices, and legislative changes in the field of risk management.
Monitors changes in laws, regulations, and technology that may affect District operations; recommends and implements policy and procedural updates as needed.
Performs other related duties as needed.
MINIMUM QUALIFICATIONS
EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS (An equivalent combination of education, training, and experience that demonstrates the ability to perform the duties of the position is qualifying.)
Bachelor’s Degree in Risk Management, Human Resources, or a closely related field.
Four (4) years of increasingly responsible professional risk management experience. Public sector and/or fire related experience is desired.
Certified Risk Manager (CRM) certification is highly desirable.
Possess and maintain a valid Colorado Driver’s license with an acceptable driving record in accordance with the SMFR’s Driving Records Policy.
Must obtain CPR certification within one (1) year of hire.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of principles and practices of risk management, loss control, workers’ compensation, and insurance administration.
Skill in methods and techniques of claims investigation and evaluation.
Knowledge of federal, state, and local laws and regulations governing liability, insurance, and public entity risk management.
Knowledge in principles and practices of contract review, indemnification, and insurance compliance.
Ability to utilize research methods and conduct data analysis.
Ability to use modern office practices, procedures, and technology.
Analyze complex operational activities to identify potential risks and recommend mitigation strategies.
Ability to interpret, apply, and explain policies, procedures, laws, and regulations.
Ability to review and evaluate insurance and contractual documents for compliance and adequacy.
Ability to conduct thorough investigations and prepare clear, concise, and comprehensive reports and recommendations.
Ability to exercise sound independent judgment and maintain confidentiality.
Establish and maintain effective working relationships with internal and external stakeholders.
Skill in communicating effectively, both orally and in writing.
