Summary

The HazMat/HazWaste Specialist will be the primary back-up to the IHMP Hazmat Manager the IHMP program ensuring Hazardous Material (HM) compliance with the HMTA, CERCLA, RCRA, EPCRA; other applicable federal, state and local laws and regulations; and related DoD and AF directives (including AFMAN 32-7002). Also provides secondary support for Hazardous Waste (HW) operations in accordance with 40 CFR (Parts 260-266, 268, 270, 273, and 279), State of Florida HW Regulations, Pollution Prevention Act, related DoD and AF directives (including AFMAN 32-7002), and the installation Hazardous Waste Management Plan as directed.


Responsibilities
  • Assist the IHMP Hazmat Manager in ensuring shops, and installation tenants, complete appropriate authorization, tracking, and management of hazardous materials.
  • Provide day-to-day support to HAZMART and base personnel.
  • Ensure all shops are following HAZMAT regulations and policies.
  • Run EESOH-MIS reports, assess shop level performance and work with the IHMP Hazmat Manager to monitor shop practices and EESOH-MIS data.
  • Ensure all HAZMAT transactions and data are entered in the EESOH-MIS system.
  • Verify HAZMAT transactions are captured for EPCRA and Air Reporting.
  • Ensure that Hazardous Materials associated with newly identified HAZMARTS, processes, on base contractors, and transient contractors are entered into the system.
  • Assist the IHMP Hazmat Manager in HM site assistance visits (SAV), each shop needs to be visited annually.
  • Identify discrepancies in HM management observed during shop SAVs to the IHMP Hazmat Manager so that discrepancies are documented in eDASH Finding Tracker Tool and findings idnentified to shops/HTAs.
  • Assist as directed with waste pickups and waste storage at the 90-day Hazardous Waste Accumulation Point (HWAP)/Hazardous Waste Storage Facility (HWSF).
  • Assist with data entries in the HW module in the EESOH-MIS database, general HW operations, and Industrial Recycling processes.
  • Conduct waste sampling and waste profile generation in EESOH-MIS.
  • Maintain compliance with all AF policies and goals on HW reduction.
  • Assist with preparation of HW containers for shipment.
  • Assist with tracking of HW movement off-site using EESOH-MIS.
  • Assist with management of non-hazardous industrial and special waste, used oil, and off-spec fuel; waste consolidation/lab packing, waste turn-in/preparation for shipment, pick-up of waste for transfer to central accumulation area.
  • Assist with compliance inspections of installation Satellite Accumulation Points.
  • Track all HW containers from time of generation until they reach the ultimate disposal facility.
  • Provide contract Spill and Release Consultation Support efforts.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays when assigned.
  • Provide spill investigation support, communicate with the Environmental Element, and enter/update data in EASIER database.
  • Inventory and maintain supplies to support the HW requirements.
  • Complete and maintain required training.
  • Other duties as assigned

Qualifications
  • High school diploma or a GED.
  • Minimum five (5) years of relevant HM/HW work experience OR
  • Bachelor’s in engineering or relevant bachelor’s in science
  • Minimum three (3) years experience in HW operations including packaging, labeling, profiling, storing, transporting and manifesting.
  • Possess and maintain a valid Drivers License

Knowledge, Skills and Abilities

  • Ability to obtain RCRA training certificate/Department of Transportation (DOT) training,
  • Ability to obtaining a valid commercial driver’s license with the “H” endorsement should the requirement become necessary.
  • Ability to obtain OSHA 29 CFR 1910.120, Hazardous Waste Operations and Emergency Response Training/Refresher, where applicable.
  • Knowledge of the HW Management regulations and DOT HM regulations within the state.
  • Ability to follow established procedures and carry out assignments independently, although work is primarily in an office environment that is adequately lighted, heated, and ventilated, incumbents may be subjected to rain, cold, bright sun etc.
  • Demonstrate knowledge of EESOH-MIS and/or relational databases.
  • Knowledge of Microsoft software products is required to include Excel and Access.
  • Have a specific awareness of data quality related to databases and report generation.
  • Knowledge of the HM Management regulations.
  • Ability to obtain a NACI.
  • Understanding of Material Safety Data Sheets/Safety Data Sheets and Hazardous Material identification and management is Preferred.
  • Military Hazmat/Hazardous Waste experience Preferred
  • EESOH-MIS specific training Preferred
