Job Description
Valiant Harbor International is seeking a Program Analyst to support programmatic, business, and financial support in the execution of the Office of Naval Research (ONR) basic, applied, and advanced technology development programs. This position will involve managing the government’s financial processes, including budgeting, forecasting, and reporting, with a focus on performance monitoring and expenditure benchmarks. The ideal candidate will possess a background in Department of Defense (DoD) or Navy enterprise financial systems and financial operations supporting R&D programs in a DoD/Navy setting.
Job Responsibilities

  • Provide business and financial support to Program Officers, ensuring compliance with ONR processes and procedures.
  • Assist with planning, forecasting, program budgeting, funding execution, performance monitoring, and reporting.
  • Utilize financial systems and other tools to monitor funding, commitments, obligations, and expenditures.
  • Prepare funding documents and assist in resolving discrepancies in funding execution.
  • Perform financial analyses to ensure compliance with anti-deficiency laws and other financial regulations.
  • Support solicitation and proposal evaluation processes, including administrative coordination and public notifications.
  • Conduct Dormant Account Review Quarterly (DARQ) reviews and prepare documentation.
  • Maintain calendars, book conference rooms, and coordinate events.
  • Provide support for meetings, workshops, and conferences, including preparation of lessons learned and distributing information.
  • Assist in building the Program Objective Memorandum (POM) budget and drafting R-2 Exhibits.
  • Assist in the development and execution of program funding plans; understand/analyze the status of prior, current, and future funding needs, provide justifications for deviations, and conduct qualitative and quantitative analyses to recommend program improvements.

Required Qualifications
  • Must have a current SECRET Clearance or the ability to obtain a SECRET clearance prior to start.
  • A Bachelor’s Degree from an accredited college or university with a minimum of five (5) years of experience with Government financial and budget cycles; may possibly substitute a High School degree with a minimum of seven (7) years of experience with Government financial and budget cycles.
  • Three (3) years of recent experience with government planning, forecasting, program budgeting, funding execution, performance monitoring, and reporting against commitment, obligation, and expenditure benchmarks.
  • Two (2) years of recent experience working with the government financial systems: Navy ERP or similar DoD financial system, Procurement Integrated Enterprise Environment (PIEE), Contract Award Management Information System (CAMIS), and ADVANA Jupiter.
  • Requisite computer skills with emphasis on MS Excel, PowerPoint and associated graphics and presentation development software.
  • Proven ability to learn financial processes and procedures on the job in real-time with limited assistance.

Desired Additional Qualifications
  • A Bachelor’s Degree in Accounting is desired.
  • Three (3) years of recent Federal grant management experience utilizing DoD/Navy systems preferred.
  • Two (2) years prior experience with Navy ERP or similar DOD accounting software.


Salary Range: $90,000-$95,000
