Job Description
Valiant Harbor International is seeking a Mid-Level Program Analyst to support the Office of Naval Research (ONR). This position involves providing business and financial support for the Sea Warfare and Weapons Department. The Program Analyst will perform a variety of financial, administrative, and programmatic duties, ensuring the successful execution of ONR-sponsored projects and compliance with government policies.

Job Responsibilities

  • Provide business and financial support to Program Officers, ensuring compliance with ONR processes and procedures.
  • Assist with planning, forecasting, program budgeting, funding execution, performance monitoring, and reporting.
  • Utilize financial systems such as Navy ERP, COBRA, PBIS, and other tools to monitor funding, commitments, obligations, and expenditures.
  • Prepare funding documents and assist in resolving discrepancies in funding execution.
  • Perform financial analyses to ensure compliance with anti-deficiency laws and other financial regulations.
  • Support solicitation and proposal evaluation processes, including administrative coordination and public notifications.
  • Conduct Dormant Account Review Quarterly (DARQ) reviews and prepare documentation.
  • Maintain calendars, book conference rooms, and coordinate events.
  • Provide support for meetings, workshops, and conferences, including preparation of lessons learned and distributing information.
  • Assist in building the Program Objective Memorandum (POM) budget and drafting R-2 Exhibits.
  • Conduct qualitative and quantitative analyses to recommend program improvements.
  • Support leadership with administrative tasks, including travel authorizations, correspondence, and scheduling.
  • Manage and maintain ONRโ€™s SharePoint site and public website content.
  • Support requests for the release of information, ensuring proper approvals are obtained.

Required Skills and Experiences
  • Must be a United States citizen.
  • Current SECRET Clearance or ability to obtain a SECRET Clearance prior to award.
  • Bachelorโ€™s degree from an accredited college or university with five (5) years of business and financial experience supporting the federal government, OR a business/finance-related professional certification with ten (10) years of business and financial experience supporting the federal government.
  • Must have two (2) years of recent experience in government planning, forecasting, budgeting, and performance monitoring.
  • Must have two (2) years of recent experience working with Navy Funds Management Systems, including Navy Enterprise Resource Planning (Navy ERP), Computer Optimized Batch Reconciliation Application (COBRA), Program Budget Information System (PBIS), Contract and Grant Administration Management Information System (CAMIS), Microsoft Access, and Microsoft SharePoint. Experience with similar DoD systems may be acceptable.
  • Experience managing RDT&E funds (Budget Activity 6.1-6.3).
  • Knowledge of federal regulations and guidelines (FAR & DFAR) related to budgeting and program execution.
  • Understanding of financial management and administrative support for government R&D programs.
  • Proficiency in Excel, PowerPoint, and related presentation development software.

Desired Qualifications
  • Bachelorโ€™s degree in Business or Accounting.
  • Three (3) years of federal grant management experience, preferably with the Department of Navy or Defense.
  • Three (3) years of experience with Navy ERP or similar DoD accounting software.


Pay Range:  $80,000.00 - $90,000.00
