Description The Right-of-Way Crew plays a vital role in keeping public streets, sidewalks, medians, and transportation corridors safe, accessible, and visually appealing for the community. Through skilled maintenance, teamwork, and public service, the Right-of-Way Crew helps preserve the City's investment in its transportation network and ensures public spaces remain functional, attractive, and safe. Examples of the Work Performed POSITION RESPONSIBILITIES Provides excellent customer service to both internal and external customers Proficiently performs a variety of construction, maintenance and repair work involving city streets, easements, rights-of-way, curb & gutter, sidewalks & drainage.

Safely operates streets equipment (6/10-wheel truck, cinder and plow units, front end loader, and heavy-duty equipment) Safely and efficiently operates more advanced equipment including combination tractor-trailer, transport, motor grader, asphalt paving equipment, water truck and/or advanced striping machinery, and other right of way maintenance tools and equipment Actively aids and supports a training program aimed at promoting acquired skills to other employees Works independently and provides verbal and written instructions to others Reads, implements, and completes work orders Maintains and tracks monthly reports, reviews engineering plans and performs construction walk-throughs Sets up safe traffic control work zones and applies proficient knowledge of Manual on Uniform Traffic Control Devices (MUTCD) typical work zone applications Applies and enforces proper personal protective equipment (PPE) and safety in work area Tracks work performed to help establish and meet performance standards Enters data into worksheets and asset management software for tracking performance and standards Prepares monthly reports and tracks expenditures for developing and meeting performance standards Reviews and implements engineering plans related to Maricopa Association of Governments (MAG) specifications and City of Flagstaff engineering standards Provides input and participates in budget and planning processes Maintains city street sign and markings inventory, orders, receives, and stocks materials accordingly Operates a forklift and transport supply truck as needed Forms, places, and finishes concrete products; primarily curb/gutter and sidewalk panel Participates in snow operations and other Streets section activities as assigned Applies vegetation management best practices and follows all safety precautions Responsible for initiation and follow-up of blue stake measures Provides training to others in a leadership role and provides mentorship to others in the Streets section Works independently regarding, and training others, on fabrication, installation, repair, and maintenance of traffic signs and markings (stop signs, one-way signs, directional signs, street name signs, delineators, markers, symbols, etc.) Assists supervisor in recommending and adjusting job instructions to adapt to terrain/materials; determines needs and schedules equipment for major maintenance; counsels and advises staff in Streets section work Assists direct supervisor in supervising day-to-day work activities for labor/equipment/materials Tracks work performed and train others to track work performed to help establish and meet performance standards Assists with Cartegraph performance system for assigned section as needed including oversight of computer entry and work report uploads Other duties as assigned In addition to the above job duties, when assigned to Right-of-Way: Assists in planning for right-of-way maintenance operations scheduling. Assists with training right-of-way operations personnel. Support of special event needs related to right-of-way maintenance needs for area appearance

Hand/small equipment shoveling of snow in right-of-way areas. Mow and/or mitigate medians, parkways, shoulders, and other right-of-way areas to maintain visibility and general appearance. Trim trees and shrubs to maintain required clearance for equipment, vehicles, pedestrians, signs, traffic signals, and streetlights.

Remove or trim vegetation that obstructs driver visibility at intersections, crosswalks, curves, and driveways. clear vegetation from around traffic signs, signals, guardrails, and delineators to ensure visibility and functionality. Perform mechanical, cultural, or approved herbicide-based weed control to reduce invasive or nuisance vegetation.

Inspect for dead, diseased, damaged, or structurally compromised trees that could pose a risk to the public or infrastructure. Remove overgrown brush, fallen limbs, and vegetative debris from rights-of-way to improve safety and accessibility. Identify, monitor, and control invasive plant species that threaten native vegetation, infrastructure, or maintenance operations.

Remove or trim vegetation encroaching onto sidewalks, shared-use paths, ADA ramps, and pedestrian corridors to maintain safe and accessible travel.
