Steve Baldwin is the Chairman and CEO of Finch AI. He brings more than 40 years of experience in the federal and commercial technology markets, with the last 36 as a serial entrepreneur.

He has founded and led four IT services companies focused on federal and commercial markets, the largest with more than 1,600 employees and $1 billion in revenue. As CEO, Steve has overseen twelve M&A transactions, completed financing deals totaling over $300 million, and delivered combined equity returns exceeding $500 million.

Steve is a graduate of the University of Maryland and serves on several corporate and charitable boards.

Todd Lasseigne is the Chief Operating Officer of Finch AI, responsible for driving the companyโ€™s overall growth. He brings more than 25 years of experience in both commercial and federal application architecture delivery, with extensive management and leadership expertise.

Prior to Finch AI, Todd was a senior leader on the AWS National Security Team, where he managed a significant portion of the Human Systems business. In that role, he oversaw a comprehensive portfolio of some of the teamโ€™s largest customers and led one of the largest public sector programs. He also previously ran a successful consulting organization, helping customers merge technology with mission outcomes.

Todd is a graduate of James Madison University and holds a Master of Science degree from The George Washington University.

Scott Lightner is one of Finch AIโ€™s original founders and today serves as Chief Scientist. He has led a team of data scientists and engineers who have secured more than 30 patents in natural language processing (NLP), data analytics, in-memory computing, and related fields.

GSA Schedule Contracts Manager

Location: Washington, DC Metro Area (VA/DC/MD) โ€” Onsite/Hybrid per program requirements. Candidates must currently reside in, or be willing to relocate to, the DC metro area prior to start.

Salary: $110,000โ€“$185,000 โ€” Commensurate with experience

Responsibilities

  • Manage and maintain the company's GSA Multiple Award Schedule (MAS) contract, including modifications, pricing updates, and compliance reporting.
  • Ensure compliance with FAR, GSAR, and Schedule-specific clauses (e.g., Price Reductions Clause, Industrial Funding Fee reporting).
  • Prepare and submit contract modifications, option exercises, and administrative actions via eOffer/eMod and GSA eBuy.
  • Support business development and capture teams with GSA Schedule pricing and compliance guidance.
  • Monitor and report sales, ensure timely IFF payments, and maintain Commercial Sales Practices (CSP) disclosures.
  • Serve as the primary point of contact for GSA Contracting Officers and internal stakeholders on Schedule matters.
  • Support task order proposal development and administration under the GSA Schedule.
Requirements
  • Demonstrated experience managing GSA Schedule contracts (MAS) or similar federal contract vehicles.
  • Working knowledge of FAR, GSAR, and federal contract administration requirements.
  • Experience with GSA systems (eOffer/eMod, eBuy, FAS Sales Reporting Portal).
  • Strong analytical, negotiation, and communication skills.
  • Experience supporting contracts for DoW, DHS, FBI, or another national security agency customer.
  • Willingness to work onsite in the DC metro area as required.
Preferred Skills
  • Certified Federal Contracts Manager (CFCM) or similar certification.
  • Experience with other federal contract vehicles (IDIQs, GWACs, BPAs).
  • Experience supporting DoW, DHS, FBI, or national security agency contracts.
Education and Work Experience

3โ€“15 years of relevant experience, with placement (Mid, Senior, or Lead) commensurate with demonstrated experience. Bachelor's degree in a related field preferred; equivalent professional experience will be considered in lieu of a degree.
