The Corporate Growth (CG) team leads SPA's business development activities in existing and emerging defense and civilian markets. CG's core areas of responsibility include capture and proposal management, company pipeline development and maintenance, GWAC management, business intelligence research, and the formation of strategic partnerships.

SPA seeks an accomplished and results-driven Director to lead our Government-Wide Acquisition Center (GWAC), serving as the primary focal point for maximizing and expanding our portfolio of GWAC contracts and OTAs, including but not limited to DoD Information Analysis Center (IAC) MAC, OASIS+, GSA MAS, GSA Astro, and others.   

Responsibilities

This position reports to the Senior Vice President of Business Development and Innovation. 

Responsibilities include:

  • GWAC PMO Leadership - Direct and govern a centralized PMO responsible for:
    • Establishing and maintaining standardized GWAC processes and communications with internal and external (GSA and other Buyer) entities
    • Opportunity intake, screening, and prioritization
    • Providing early acquisition intelligence, clear vehicle positioning guidance, and timely communications of relevant opportunities to operational, capture, and proposal teams
    • Professional, informative, and timely communications with teammates re: contract updates, opportunities, bid qualifications, etc.
    • Connection with industry groups and participation in GSA/IDIQ/OTA and program reviews, business development events, special interest groups, and other informational and networking opportunities
    • Alignment of vehicle strategy to corporate growth objectives
  • GWAC/IDIQ roadmap of strategic vehicle pursuits:
    • Anticipated qualification requirements, certifications, teaming needs, and capability gaps for new vehicles/recompetes of existing vehicles
    • Lead capture and proposal efforts for new vehicle bids
Qualifications

Required Qualifications:

  • Bachelor's Degree
  • 15+ years of progressive experience in federal contracting, with deep specialization in:
    • GWACs and large IDIQs
    • Strategic capture and proposal operations
    • GSA AAS and FEDSIM environments
    • Demonstrated record of contract wins and/or portfolio leadership across major vehicles (e.g., OASIS+/OASIS, ASTRO, DoD IAC MAC, etc.)
  • Proven experience serving as:
    • GWAC/IDIQ Program Manager or enterprise vehicle leader for significant portfolios, and/or
    • Strategic capture leader on large, complex pursuits
  • Deep knowledge of FAR-based acquisition strategies, ordering activity behaviors, and GWAC execution models
  • Ability to work flexible schedules, including long hours and weekends as needed
  • Current Top Secret (TS) clearance or ability to obtain one

Desired Qualifications: 

  • Active TS or TS/SCI clearance
  • Experience with DoD IAC MAC Pool 1
  • Experience operating across both DoD and civilian agencies

Salaries are commensurate with experience and qualifications, as well as market and business considerations.
