Position Summary
Odyssey is recruiting for a Senior Program Manager (Program Execution Group) to support the Attack Systems Division, Foreign Military Sales (FMS), at Wright Patterson AFB, OH. WID is part of the ISR/SOF Directorate (AFLCMC/WI), who is responsible for equipping our warfighters to win the fight. The Directorate executes a $22 billion acquisition portfolio developing, producing, testing, modifying, fielding, and supporting Air Force ISR and SOF platforms, and related sub-systems.
Program description:
The ISR/SOF Directorate has the collective Air Force Materiel Command (AFMC) mission responsibility for equipping ISR & SOF warfighters to dominate the battlespace. Responsibilities
Duties include, but not limited to:
  • Possess the knowledge and experience in acquisition program management policies and procedures to USAF systems, subsystems, and equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their life cycles.
  • Assist in providing FMS expertise for various FMS programs in all DoD acquisition stages to include planning, execution, delivery, sustainment, and program closure in accordance with DoD policies and guidelines.
  • Apply a full range of acquisition program management policies/procedures to perform a wide range of acquisition management activities in support of the existing and future F/B Directorate aircraft programs and platforms.
  • Assist in the coordination of documentation between functional resources to include financial management, program management, contracting, CM, engineering, and logistics management.
  • Provide assistance in risk management, project management, process improvement support, and logistics support.
  • Participate in process improvement activities as members of, or advisers to, Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups (PIWGs).
  • Assist in the collection of programmatic inputs from acquisition programs throughout their life cycles to include: research, develop, produce, test, acquire, field, sustain and modernize existing and advanced war-winning capabilities, on-time and on-cost of the F/B Directorate portfolio for the US.
  • Assist in determining program progress and effectively communicating recommendations orally and in writing to higher organizational management.
  • Demonstrate knowledge of development and test activities required to support warfighter Urgent Operational Needs (UON) and Joint Urgent Operational Needs (JUON).
  • Assist in supporting UON execution teams by providing special knowledge to assist in recommending accelerated test concepts, minimum levels of integration required to satisfy operational need, and trade-offs among risk, schedule, performance, and cost.
  • Produce or review products for program offices use that include business case analyses, trade-off studies, estimates for program office acquisition and logistics requirements, written requirement documents for planned acquisitions, and acquisition strategies and plans.
  • Assist in supporting the program office during Materiel Solution Analysis (MSA), Technology Maturation and Risk Reduction (TMRR), Engineering and Manufacturing Development (EMD), Production and Deployment, and Operations and Support (O&S) phases, to include all milestone activities and supporting tasks as requested by the Program Office leadership.
  • Assist with the monitoring, reviewing, analyzing and coordination of security assistance issues concerning DoD and non-DoD agencies to ensure compliance with established policies, Letter of Request (LOR), and Letters of Offer and Acceptance (LOA), the Foreign Assistance Act, the Arms Export Control Act (AECA), International Traffic in Arms Regulations (ITAR), and other relevant legislation.
  • Assist with the implementation and execution of assigned LOAs IAW the AECA, Security Assistance Management Manual (SAMM), Defense Security Cooperation Agency (DSCA) Manual and complete assigned projects with no or minimal assistance.
  • Assist with pre-LOA development, SOOs, SOWs, and reviewing of weapon system contractor proposals as assigned by the customer.
  • Assist in providing acquisition expertise and advice to Security Assistance Program Managers (SAPMs), line managers, and functional team members across all phases of the acquisition process and insight into areas relating to acquisition policy, streamlining, management, and lessons learned.
  • Assist with the development of documents, including, but not limited to, Memorandum of Agreement (MOAs)/Memorandum of Understanding (MOUs), Statement of Objectives (SOOs), PWSs, SOWs, RFPs, ASPs, Service Bulletins (SBs), Engineering Technical Documents (ETDs), Mission Needs Statements (MNSs), Operational Requirements Documents (ORDs), ICDs, CDDs/CPDs, and Analysis of Alternatives (AOAs).
  • Assist in the collection of programmatic inputs from acquisition programs throughout the entirety of their life cycles for existing and advanced war-winning capabilities, on-time, and on-cost, of the F/B Directorate portfolio for the US and coalition allies.
  • Assist with ad hoc request, as required.

Education and Years of Experience:
  • Master's or Doctorate Degree in a related field and 20 years of related experience, 12 years of which must be in the DoD.
  • OR bachelor's degree in a related field and 25 years of related experience, 15 of which must be in the DoD.
  • OR, 30 years of directly related experience, 20 of which must be in the DoD.
