Job Description: Cydecor is seeking an S&T Portfolio Analyst to support strategic decision-making through data-driven analysis of Science & Technology (S&T) investments and capabilities. This role focuses on conducting assessments, horizon scans, and impact analyses to inform portfolio decisions for senior leadership within a Federal S&T organization, with particular emphasis on military capability development and emerging technologies. Responsibilities include: * Perform data-driven S&T assessments and horizon scans to support strategic decision-making * Conduct impact analyses evaluating the effects of S&T investments on military capabilities * Develop analytical products and briefings that support portfolio-level decision-making for senior leadership * Apply bibliometric analysis, patent analysis, science of science techniques, and S&T indicators to evaluate research and technology trends * Support S&T forecasting activities to assess emerging technologies and future capability impacts * Design and maintain analytical workflows, dashboards, models, and data queries * Apply statistical methodologies and data analysis techniques to complex S&T datasets * Manage and analyze structured and unstructured data to support portfolio insights * Collaborate with stakeholders to translate analytical findings into actionable recommendations * Document methodologies, assumptions, and analytical outputs in accordance with Federal standards Here's what you need: * Five (5) years of experience utilizing data-driven methodologies to perform S&T assessments and horizon scans in support of decision-making at a Federal S&T organization * Two (2) years of experience performing impact analysis of S&T investments on military capabilities in or for a Department of the Workforce (DoW) organization * Experience creating analytical products that support strategic portfolio decision-making for senior leadership in an S&T environment * Experience with bibliometric analysis, patent analysis, science of science, S&T indicators, and S&T forecasting * Strong knowledge of statistical methodologies, data analysis techniques, data management, dashboards, modeling, querying, and analytical workflows * Demonstrated strong IT and mathematical skills Bonus Points If You Have: * Bachelor's degree from an accredited college or university in Mathematics, Statistics, Operations Research, or a related field * Experience supporting Federal or DoD Science & Technology organizations * Experience briefing analytical findings to senior government or military leadership Security Clearance: * Active Secret Clearance Education: * Bachelor's degree from an accredited college or university in Mathematics, Statistics, Operations Research, or a related field preferred Work Schedule: * Hybrid Compensation and Benefits: The projected compensation range for this position is $106,000-$160,000.
