Location: Norfolk, VA
SUMMARY: WR has an opportunity for a Geospatial Technical Manager to lead the development and maintenance of geospatial navigation software products. This role will support geospatial-based software design and development with emphasis on graphical user interfaces, backend logic, and database architecture.
Position responsibilities will include, but are not limited to the following:
  • Design, develop, and maintain scalable GIS architectures and web-mapping applications.
  • Lead technical efforts related to geospatial navigation software products and system enhancements.
  • Enforce data quality assurance (QA/QC) standards, metadata documentation, and security protocols.
  • Evaluate emerging spatial technologies, including Artificial Intelligence (AI) and Machine Learning (ML), to improve organizational workflows and capabilities.
  • Manage relationships and contracts with software vendors, data providers, and external consultants.
  • Support software architecture, integration, testing, debugging, and performance optimization activities.
  • Collaborate with cross-functional engineering teams to develop innovative geospatial solutions.
  • Provide technical leadership and mentorship to software development personnel.

Candidates must possess the following knowledge, skills, and experience:
  • Bachelor's or Master's degree in Geospatial Science, GIS, Computer Science, Geography, Environmental Science, or a related engineering discipline.
  • Six (6)+ years of software development experience.
  • Strong understanding of advanced programming concepts, including:
    • Object-oriented programming
    • Design patterns
    • Multi-threading
    • Inter-process communication
    • Buffering
    • Persistence
    • Modeling and simulation
  • Experience developing software using C++ and/or C# (preferred).
  • Solid understanding of data filtering, real-time filtering, predictive modeling, and interpolation/smoothing techniques.
  • Experience conducting software performance tuning, troubleshooting, and debugging.
  • Strong written and verbal communication skills.

Preferred Qualifications:
  • Experience with geospatial charts, Electronic Nautical Charts (ENCs), and Electronic Chart Display and Information Systems (ECDIS).
  • Experience developing applications in Linux and Windows environments.
  • Experience with C, C++, C#, ASP.NET, Blazor, .NET Core, and Mono.
  • Familiarity with HDF5 and GML data formats/protocols.
  • Experience with UDP, TCP, and RS-232 communications protocols.
  • Experience developing graphical user interfaces using HTML5, CSS, JavaScript, and TypeScript.

Position Salary Range: $140,000 - $150,000. The listed salary range represents the typical range for this position. WR bases the offered salary on a variety of factors including, but not limited to, individual candidate qualifications, such as education, experience, knowledge, and skills, scope and responsibilities of the position, and market and business considerations.
