Job description
Position Description The Flood Control District's mission is to reduce the risk of flooding in Harris County, the third most populous county in the United States, with a population exceeding 4.7 million, including the City of Houston, the nation's fourth-largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins totaling more than 10,000 acres, and several wetlands mitigation banks, including Greens Bayou. The Harris County Flood Control District is seeking qualified candidates for the Grants Administration Department Manager role, who will be responsible for identifying grant funding opportunities and leading and coordinating critical processes for sourcing, applying for, and tracking grants
Essential Functions and Duties: Grant Sourcing and Opportunity Identification Identify funding opportunities by researching websites, attending workshops/meetings, and analyzing notifications of available funding. Coordinate with different funding agencies and analyze funding sources, including matching and reporting requirements, to determine potential funding opportunities for the Flood Control District's capital program. Grant Strategy, Planning, and Resource Management Procure, organize, and manage grant resources, which include collaborating with various Engineering staff to develop a list of candidate projects for future grant opportunities, finding the best matches for projects considering nuances and challenges, and determining whether a phased approach is appropriate.
Develop strategies for utilizing grant funds and funds from other local sources for Capital Improvement projects and other projects, which include project prioritization, allocation of local funding, and project phasing when necessary. Collaborate with Engineering and Planning Divisions to inform project consultant scopes, provide support for potential funding partnership application requirements, and to discern project benefits, costs, and applicability to grants at all stages of the project lifecycle. Grant Application Development and Coordination Collaborate with various Flood Control District departments to obtain necessary project data and manage various engineering/grant consultants as needed to prepare grant applications for Capital Improvement Projects.
Lead, coordinate, and administer key processes related to grant fund sourcing, grant writing, grant applications, tracking, and reporting of grant-related activities. Grant Tracking, Compliance, and Reporting Take ownership and lead responsibility as the District's central location for tracking deadlines and requirements of grant technical deliverables, and coordinate with project managers/departmental staff as needed for grant compliance. Develop procedures and databases for future, proposed (in process), submitted, and awarded grants.
Coordinate and prepare monthly reports and quarterly meetings for and with the Executive Director, and the Director of Engineering and Construction on proposed grants, pending grants, and awarded grants. Experience with standard H&H practices within all stages of a project lifecycle, including the understanding of statistical analysis of benefits produced by various modeling methods. Licensure: Valid Class "C" Texas Driver's License Knowledge, Skills, and Abilities: Excellent understanding of the District's projects and project life cycle. Excellent verbal & written communication skills, including the ability to discuss project complexities in non-engineering language to stakeholders and elected officials' staff.
Excellent knowledge of Microsoft Office applications. Excellent analytical and organizational skills, including gathering and comparing resources, sharing findings, and formulating a developed yearly grant strategy. Working knowledge of the District's financial processes.
Working knowledge of discerning prioritization and best paths forward within projects given various H&H, environmental, ROW acquisition, and funding availability challenges. Working knowledge of environmental due diligence required for all projects, and how environmental challenges directly or indirectly affect project cost and schedule, including phasing. Working knowledge of grant accounting guidelines, regulations, and standards.
