Position Title: Older Adult Home Repair Program Manager

Classification: Full-Time, Salary, Exempt, Grant-Funded Position

Salary Range: PC 01-04 ($60,614 - $64,151 - $67,740 - $71,278)

Hours and Work Weeks: 40/week, 52 weeks/year

Anticipated Start Date: November 1, 2026, contingent upon grant award
Funding Status: Continued employment is dependent upon ongoing grant funding and program needs.

Role Overview:

The Older Adult Home Modification Program Manager provides full-time, day-to-day management, coordination, and oversight of EightCAP's HUD-funded Older Adults Home Modification Program (OAHMP). The program supports safety, accessibility, and functional home modifications for low-income older adults to help them remain safely and independently in their homes.

The Program Manager serves as the central point of communication for the program and coordinates activities among participants, occupational therapy professionals and other assessors, contractors, community partners, EightCAP staff and leadership, and HUD. The position manages home modification projects from referral and eligibility through assessment, scope development, contractor coordination, completion, verification, and closeout.

Key Responsibilities

Program Management and Compliance

• Manage the day-to-day operations of the Older Adults Home Modification Program (OAHMP), including program goals, workflows, performance measures, documentation, and quality control.
• Monitor program and project performance, timelines, costs, deliverables, and grant production goals, addressing barriers that may affect successful completion.
• Ensure program activities and records comply with HUD requirements, Agency policies, and applicable federal requirements, including procurement, environmental review, Section 3, fair housing, accessibility, and nondiscrimination.
• Coordinate required HUD reporting, monitoring, training, technical assistance, and evaluation activities.

Participant and Project Coordination

• Oversee participant intake and eligibility and coordinate projects from referral and assessment through scope of development, completion, verification, and closeout.
• Coordinate communication and scheduling among participants, assessors, contractors, Agency staff, and community partners.
• Maintain regular communication with participants, address project concerns or delays, and connect participants with other Agency or community resources when needs fall outside the program's scope.
• Maintain accurate and timely participant and project documentation.

Home Modification and Contractor Coordination

• Coordinate home assessments with qualified occupational therapy professionals, technical staff, and other approved assessors to identify participant needs and project feasibility.
• Collaborate with assessors and technical staff to develop appropriate scopes of work and ensure proposed modifications meet program requirements.
• Coordinate contractor procurement, qualification, documentation, assignments, scheduling, and project activities in accordance with federal and Agency requirements.
• Monitor contractor performance, workmanship, timelines, project documentation, and resolution of deficiencies or other project concerns.
• Coordinate final inspection and verification of completed work and review supporting documentation before recommending contractor payment.

Fiscal and Grant Management

• Monitor program budgets, project costs, expenditures, commitments, and available grant resources in collaboration with Agency leadership and fiscal staff.
• Review expenditures, invoices, and supporting documentation for accuracy, completeness, and compliance with grant requirements.
• Coordinate with fiscal staff regarding contractor payments, financial reconciliation, HUD reimbursement, and grant monitoring.
• Monitor spending and cost trends to identify issues that could affect program production, performance, or available grant resources.

Community Partnerships and Outreach

• Develop and maintain relationships with organizations serving older adults, healthcare and disability organizations, housing and home-repair providers, contractors, local governments, and other community partners.
• Build and maintain referral pathways to connect eligible older adults with the program and complementary community resources.
• Represent the program through community outreach, presentations, meetings, and other partnership activities.
• Identify opportunities to strengthen local aging-in-place resources and support long-term program sustainability.

Knowledge, Skills, and Abilities

• Knowledge of housing rehabilitation, residential construction, Weatherization, accessibility, aging-in-place home modifications, occupational therapy, or related services.
• Knowledge of project and program management practices, including managing multiple projects, contractors, schedules, documentation, budgets, and competing priorities.
• Ability to interpret and apply grant requirements, policies, contracts, scopes of work, and regulatory guidance.
• Ability to monitor budgets, project costs, invoices, program performance, and grant deliverables.
• Strong organizational, problem-solving, judgment, communication, and relationship-building skills.
• Ability to work effectively with older adults, contractors, technical professionals, community partners, government agencies, and Agency staff.

Minimum Qualifications:

• Education:
  • Bachelor's degree in construction management, housing, occupational therapy, public administration, human services, project management, or a related field. An equivalent combination of education, training, and directly relevant professional experience may be considered.
• Experience:
  • Minimum of three years of progressively responsible experience in project or program management, housing rehabilitation, residential construction, Weatherization, aging-in-place home modification, accessibility, occupational therapy, or closely related work. Experience must demonstrate the ability to manage multiple projects, schedules, service providers or contractors, documentation, and deadlines.
  • Experience with federally funded programs, HUD requirements, contractor management, procurement, residential scopes of work, or services for older adults is preferred.
• Licenses:
  • Valid Michigan driver's license with a satisfactory driving record.
• Clearances:
  • Satisfactory review of Criminal History Check, Central Registry Clearance (DHHS), and fingerprinting.
