Summary
As a Management and Program Analyst (Recent Graduate) at the GS-0343-7/9, you will be part of Office of Personnel Management, Workforce Policy and Innovation. If selected, you will you will support governmentwide recruitment and outreach programs by analyzing workforce data, assisting with program evaluations, developing outreach materials, collaborating with agencies and external partners, and providing technical assistance to strengthen Federal hiring initiatives.

  • Support governmentwide recruitment and outreach initiatives, including early career talent, Student Pathways Programs, Veterans, Military Spouses, and Second Chance Act programs.
  • Analyze workforce and student employment data to identify recruitment trends and recommend outreach improvements.
  • Assist in evaluating recruitment programs and developing reports, presentations, and recommendations to improve program effectiveness.
  • Collaborate with Federal agencies, educational institutions, and stakeholder organizations to support recruitment and outreach initiatives.
  • Provide technical assistance on recruitment flexibilities, student employment programs, and applicable legislative and regulatory requirements.
  • Develop and maintain outreach materials, web content, and communications supporting governmentwide recruitment efforts.
  • Participate in conferences, workshops, job fairs, and other outreach activities to promote Federal employment opportunities.

Qualifications
To qualify for the grade GS-7, you must meet one of the following:
A.
Successfully completed a bachelor's degree with Superior Academic Achievement, described below. (Transcripts Required)
Superior Academic Achievement: To qualify for superior academic achievement you must have completed the requirements for a Bachelor's degree from an accredited college or university with either:(1) class standing in the upper third of a graduating class or major subdivision; or,(2) a grade point average of 3.0 or higher on a 4.0 scale based on four (4) years of education or the final two (2) years; or,(3) a grade point average of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two (2) years of the curriculum; or,(4) membership in a national scholastic honor society.
OR
B.
Successfully completed one full academic year of graduate-level education in Human Resources, Business, Public Administration, or another closely related field which provided the knowledge, skills, and abilities to do the work of the position. (Transcripts Required)

C.
Possess one year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-05 grade level in the Federal service performing all of the following: Researching policies, regulations, guidance, or program information to develop recommendations for customers; Analyzing data to identify trends and prepare reports, presentations, or other program documentation; Compiling information and coordinating routine program activities to support recruitment and/or outreach initiatives; AND Coordinating with team members, customers, or partner organizations on meetings, outreach activities, communications, or special projects.
OR
Have an equivalent combination of the experience described in 'C' and the graduate-level education described in "B'. To determine if you qualify under this combination, first determine your total qualifying experience as a percentage of the experience required; then determine your education as a percentage of the graduate education required; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Note: You must submit a copy of your graduate transcripts with your application. (Transcripts Required)
To qualify for the grade GS-9, you must meet one of the following:
A. Possess one year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 grade level in the Federal service performing all of the following: Interpreting qualitative and/or quantitative data to evaluate recruitment, outreach, or workforce program effectiveness;
Preparing reports, presentations, recommendations, or other written products related to program operations; Collaborating with educational institutions and stakeholder organizations to support recruitment and outreach initiatives; AND Providing technical guidance on recruitment, hiring, workforce, or student employment policies or program requirements.
OR
B. Successfully completed a master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the competencies necessary to do the work of this position. NOTE: You must submit copies of your transcripts. (Transcripts Required)
OR
C. You have the specialized experience as described in A, but less than one year; and I have more than one year but less than the required education in B. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18.Add the two percentages. The total percentage must equal at least 100 percent to qualify.(Transcripts Required)
Successful applicants are placed in a dynamic 1 year developmental program with the potential to lead to a civil service career in the Federal Government. PROGRAM COMPLETION AND CONVERSION ELIGIBILITY:
Program participants may be converted, without a break in service, to a term, career or career conditional appointment upon completion of program requirements.
To be eligible for conversion, Recent Graduates must:
- Complete one continuous year of work experience acquired through a Recent Graduate Program
- Complete 40 hours of formal interactive training
- Meet the qualification standards for the position to which the Recent Graduate will be converted
- Meet any agency-specific requirements specified in the Participant's Agreement
- Demonstrate successful job performance that results in a rating of record of at least Fully Successful and a recommendation for conversion by the first level supervisor.
As a condition of employment for accepting this position, the duration of your appointment will be considered a trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:
- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.
