Coastal Engineering Services Manager

Position Summary

Thales Canada is looking for a Coastal Engineering Services Manager to support its Non-Combatant In-Service Support Programs for the Royal Canadian Navy, primarily AOPS and JSS In-Service Support (AJISS) portfolio.

Reporting to the Operational Support Manager, the Coastal Engineering Services Manager is a key, client-facing manager within the Thales waterfront project team. Overseeing a team of multi-disciplined engineers and technicians who provide technical support to the various coastal agencies, the Coastal Engineering Services Manager ensures all technical aspects of the program are well communicated and addressed, ensuring all operational programs are satisfied. Examples include but are not limited to execution of assigned corrective maintenance, certification requirements, risk assessments, execution of test and trials, as well as timely investigation of technical problems. As such, the Coastal Engineering Services Manager interacts with all external key stakeholders, such as Fleet Technical Authority (FTA), Fleet Maintenance Facility (FMF) and Fleet Technical staff, but also internal to Thales such as Service Delivery (SD) and Life Cycle Material Managers (LCMMs). Lastly, the incumbent is a key participant in the various AJISS governance Integrated Project Team (IPT) and Working Group (WG) meetings.

This role is hybrid and located in Halifax, NS.

Regulatory Compliance Requirement

This position requires direct or indirect access to hardware, software or technical information controlled under the Canadian Export Control List and/or the US the Export Administration Regulations (EAR). All applicants must be eligible or able to obtain authorization for such access.

Key Areas of Responsibility

  • Supporting the Operational Support Manager and the Platform Systems Manager managing and maintaining the coastal technical presence for in-service programs;
  • Responsible and accountable for the coordination and execution of costal technical services activities
  • Coastal Technical lead for the AJISS Engineering Assignment team
  • Exercises engineering authority as delegated within the In-Service Programs
  • Provides direction on way forward for Corrective Maintenance activities and associated Certification requirements
  • Responsible to keep the Formation Technical Authority appraised of any risk associated with the platforms
  • Advises the Service Delivery organisation in engineering and technical matters pertaining to delivery of the engineering services
  • Liaises directly with the customer, Enterprise stakeholders, the In-Service Technical Support Network and other entities associated with the delivery of In-Service Support services
  • Foster Enterprise values and develop relationships with industry, DND, FMF and the RCN to ensure Thales delivers against agreed commitments
  • Liaise and coordinate with Senior Management, Canada and Thales HR to ensure a recruiting plan is developed and executed in line with in-service programs requirements.
  • Contributes to the review, development and implementation of the requirements of the In-Service Program Management Plan, the Life Cycle & Materiel Management & Engineering Plan and all relevant sub plans, processes and procedures as well as various contractual requirements such as Monthly Progress Reports
  • Ensures the work is executed in compliance with all Company, Provincial, Federal and Naval engineering regulations and guidelines applicable to the In-Service contracts
  • Contributes to promoting a culture of safety and quality
  • Is a Work Package Manager (WPM) for the delegated Work Packages; is also responsible for their delegated team's Work Packages
  • Works with their team to ensure that monthly business and contractual reporting requirements are met
  • Contributes to the development of the in-service programs Annual Operating Plans and budgets
  • Contributes to Thales Canada Defence & Security business development, technology and innovation initiatives
  • Contributes to various in-service programs Integrated Project Team and Working Group meetings

People Management

  • Provide oversight and day-to-day direction to a team of employees engineers and technicians executing the technical program
  • As a matrixed manager, assist in the management of their development, professional objectives and personal evaluations
  • Assist the various Heads of Disciplines in the establishment and standardization of processes, procedures and tools

Minimum Requirements

  • 10 years of experience in a post graduate engineering role, with a minimum of 5 years in the Canadian naval or maritime industry
  • 5 years experience in a senior technical management role
  • Bachelor's degree in Mechanical Engineering, Electrical Engineering or Naval Architecture;
  • Registered as a Professional Engineer in Nova Scotia, Canada;
  • Familiar with various HSE standards
  • Excellent interpersonal skills;
  • Excellent communication skills (written and verbal);
  • Fluent in English;

Preferred Qualifications

  • Post graduate or technical qualifications and experience in Project Management, Systems Engineering processes or specialist engineering skills;
  • Naval engineering experience is desirable but not essential;
  • Familiar with the Department of National Defense (DND) maintenance management and implementation system "DRMIS";
  • Previous experience within the Life Cycle Materiel Manager portfolio;
  • Experience in delivering marine in-service support of operational assets; and
  • Familiar with certification requirements including but not limited to Classification Society, SOLAS/IMO, IEEE, CSA, Naval Ship Code, and DND regulations.

Physical Demands

  • Work in office, dockyards and onboard Naval ships alongside in harbour or at sea;
  • Maybe required to undertake inspections aloft or in machinery spaces of Naval ships involving bending and twisting.

  • Schedule: 40 hours per week

  • Travel: Occasional domestic or international travel may be required in support of the ships or the AJISS Enterprise

The reference Total Target Compensation (TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between Total Target Cash (TTC) $120 - $130,000 -$148,000 CAD Annual.
