This position serves as a primary point of contact between the client and company, leading technical implementation, program oversight, and personnel management.  Location: Greater Baltimore Area  Telework Status: No Telework Expected  Clearance Level Required: Top Secret + SCI Eligible  Required Skills/Credentials:  * Be a US Citizen who actively holds a security clearance at the TS (Top Secret) clearance level or higher
* Bachelors degree in one of the following: Computer Science, Computer Engineering, Electrical Engineering, Information Technology, Math, or Physics  
* Minimum ten years of post-graduate professional experience 
* Minimum of one year of experience in the last three years leading and supervising teams 
* Experience in the last five years briefing a CIO and CISO on agency-wide planned, recommended, and directed actions to enable unity of effort and operational effectiveness 
* Minimum of three years' experience in the last ten years leading and supervising teams in Government and private sector infrastructure environments 
* Minimum of three years' experience in the last ten years with the building, operating, securing, defending, and extending network infrastructure 
* Minimum of one years' experience in the last three years leading and supervising teams running a Continuous Integration/Continuous Deployment (CI/CD) pipeline utilizing modern approaches including containerization, micro-segmentation, and Infrastructure as Code 
* Minimum of two years' experience in the last five years leading and supervising teams in planning and executing migration of legacy systems into multi-cloud and hybrid-cloud environments 
* Minimum of two years' experience in the last seven years leading and supervising personnel developing and implementing “data lakes” and other aspects of modern data strategies 
* Minimum of one years' experience in the last five years briefing a CIO and CISO on agency-wide planned, recommended, and directed actions to enable unity of effort and operational effectiveness 
* Experience with application development, system administration, networking, cloud engineering, cybersecurity, or related technical field 
* Project Management Professional (PMP) certification 
* Certification compliant with DoD 8570 IAT II (e.g., Security+) 
Desirable Skills/Credentials:  * Proficiency with project management tools such as Jira, BigPicture, or Microsoft Project 
* Proficiency with Microsoft Office products for efficient communication, reporting, and presentation 
* Experience integrating Artificial Intelligence into daily workflows for process improvement 
* Process improvement experience and certifications such as Lean Six Sigma 
* Experience managing projects in both predictive and agile environments 
* Experience creating, managing, tracking, and reporting of budgets
