Job Summary:

The Group Product Manager (GPM) is a first-level people manager who leads a small team of Product Managers and Product Owners while maintaining direct ownership of a meaningful portion of the product portfolio. The GPM bridges the strategic direction set by the Director of Product Management (or other leader) and the execution responsibilities of the team, ensuring that individual contributors are supported, aligned, and delivering high-quality outcomes for government clients. This role requires both strong product craft and emerging leadership capabilities.


Duties and Responsibilities:

  • Directly manage a team of Product Managers and/or Product Owners; provide coaching, feedback, career development support, and performance management
  • Own roadmap strategy and backlog priorities for an assigned product area within the portfolio, in alignment with the overarching strategy
  • Translate product strategy into clear team-level goals, epics, and delivery plans; ensure the team is always working on the highest-impact initiatives
  • Serve as a key liaison between the Director of Product Management and delivery teams; escalate risks, resolve blockers, and maintain delivery momentum
  • Conduct regular 1:1s, team rituals, and career development conversations to build a healthy, high-performing team culture
  • Partner with engineering leads, UX designers, and agile delivery teams to ensure smooth planning and execution across sprint cycles
  • Engage directly with government clients, implementation teams, and customer success to validate product direction and surface emerging needs
  • Support the Director and VP in contributing to portfolio-level planning, resource allocation, and product strategy discussions
  • Define and monitor team-level KPIs and product health metrics; communicate progress to the Director and broader leadership
  • Maintain domain expertise in state and local government software
  • Leverage AI-assisted tools (e.g., Claude, ChatPRD) to increase team productivity and the quality of product artifacts
  • Perform other duties as assigned

Education and Experience:

  • 5+ years of product management experience, with at least 1 year of formal or informal people-management or team-lead experience
  • Experience in government technology software strongly preferred
  • Track record of independently leading significant product initiatives from discovery through launch and adoption
  • Proficiency with Agile methodologies and the SDLC; experience with tools such as JIRA and Figma
  • Bachelor’s degree in Business, Computer Science, Public Administration, or equivalent experience
  • Familiarity with technical concepts including APIs, middleware, data integrations, and SQL

Knowledge, Skills and Abilities:

  • Ability to lead and develop a team of product practitioners while remaining hands-on with product strategy and execution
  • Working knowledge of state and local government software
  • Strong written and verbal communication skills; able to represent the team’s work credibly to peers, clients, and senior leadership
  • Skilled at conflict resolution, prioritization trade-off discussions, and building alignment across stakeholders
  • Data-driven mindset; able to help the team define success metrics and use evidence to guide decisions
  • Proficiency with AI productivity tools (e.g., Claude, Copilot) to accelerate backlog management and team workflows
  • Strong organizational skills; able to manage team capacity and delivery commitments across concurrent workstreams

Work Environment:

  • Office setting with a moderate noise level.
  • The employee will work at an individual workstation, using a telephone and computer.

Physical Demands:

  • Must be able to remain in a stationary position for most of the day
  • Constantly operates a computer and other office productivity machinery, such as a printer/copy machine
  • This position needs to occasionally move about inside the office
  • The person in this position frequently communicates via telephone and video conferencing
