Job Description:

We are seeking an experiencedLead, Contracts to join our team in Rochester, NY as asenior individual contributor. This position requires anactive TS/SCI clearanceand will support classified programs critical to national security. The successful candidate will serve as a subject matter expert and senior advisor on complex contractual matters, lead high-stakes negotiations, and provide strategic guidance to program leadership while working independently on the most challenging contracts assignments. This is anon-site positionrequiring daily presence at our secure facility.

As a Lead, Contracts (Individual Contributor), you will be recognized as a senior technical expert in contracts management, handling the most complex and high-value contracts with minimal supervision. You will serve as a trusted advisor to Program Managers, Business Area leadership, and executive management on strategic contractual matters. While this is not a supervisory role, you will provide technical mentorship and guidance to less experienced contracts professionals and may lead cross-functional teams on major initiatives.

Essential Functions:

  • Independently manage and administer the most complex, high-value government contracts (typically $50M+ per contract) including Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Award-Fee (CPAF), Cost-Plus-Incentive-Fee (CPIF), Firm-Fixed-Price (FFP), Time & Materials (T&M), and hybrid contract types
  • Lead high-stakes contract negotiations with senior Government Contracting Officers for new awards, major modifications, and contract restructuring
  • Develop and execute contracting strategies for complex programs with multiple stakeholders, technical challenges, and significant risk
  • Serve as primary interface with senior Government contracting officials, Administrative Contracting Officers (ACOs), and DCMA leadership for assigned programs
  • Lead proposal development activities for major pursuits including pricing strategy, terms and conditions, teaming arrangements, risk assessment, and competitive positioning
  • Prepare and lead negotiations for major Requests for Equitable Adjustment (REAs) and claims
  • Manage contract closeout activities for complex programs including final settlements, property disposition, and resolution of outstanding issues
  • Serve as senior advisor and subject matter expert to Program Managers, Business Area leadership, and executive management on complex contractual matters, risks, and opportunities
  • Support business development activities including capture strategy, competitive assessments, gate reviews, and customer engagement for major pursuits
  • Provide technical mentorship, guidance, and knowledge transfer to less experienced contracts professionals (Levels 2-4)
  • Serve as subject matter expert and resource for contracts team on complex FAR/DFARS interpretations, contract types, and regulatory requirements

Qualifications:

  • Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Active TS/SCI clearance.

Preferred Additional Skills:

  • Experience with reading and interpreting contracts and statements of work
  • Strong knowledge of the Federal Acquisition Regulation (FAR), FAR supplements (e.g., DFARS), and other agency regulations.
  • Proven experience in proposal preparation, contract negotiation, and administration.

In compliance with pay transparency requirements, the salary range for this role New York state, Cleveland Ohio, and Vermont is $110,500 - 205,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
