Position Summary:
The Program Manager shall provide contract oversight for the Department of the Air Force, 435 Air Ground Operations Wing (AGOW) Human Performance Optimization (HPO) program. The PM will oversee clinical staff who provide comprehensive one-on-one clinical care to personnel assigned to the 435 AGOW focused on improving physical readiness, enhancing durability, reducing injury risk, and optimizing overall mission performance across the 435th AGOW.
The purpose of this program is to support enhance physical performance, reduce injury risk, improve behavioral resilience, optimize cognitive performance, and strengthen mission effectiveness, operational readiness, and long-term durability of assigned personnel.
Location: On-site at Ramstein Air Base, Germany - Relocation available
Schedule: Services shall be performed Monday through Friday between the hours of 0730 and 1630 local time, excluding U.S. federal holidays.
Core Responsibilities:
  • The PM shall maintain accountability for contractor personnel, coordinate staffing actions (including DOCPER actions with the COR), manage schedules, oversee continuity of operations, coordinate corrective actions, and ensure compliance with contract requirements.
  • Overseeing the direction, motivation, and development of staff to align with and promote the company's mission, vision, values, and brand.
  • Developing and fostering relationships with Contracting Office Representative(s) (COR) acting as a liaison between contract client and corporate offices.
  • Responsible for collecting data, analyzing trends and preparing required reports to the COR as required by the contract
  • Collaborates with client to meet the goals of the contract/task order.
  • Anticipates operational/contractual issues and deals with potential issues proactively.
  • Overseeing the development, implementation and evaluation of strategic plan and program goals of contracts/task orders.
  • Observes staff and performance of assigned contracts/task orders and sites. Regularly reviews site performance with site leadership and facilitates development of performance improvement plans, implementation of corrective actions and monitors sites progress. Evaluates effectiveness of performance improvement plan and collaborates with site leadership to revise plan as needed.
  • Notifies the COR of any significant operational issues, staffing concerns, mission impacts, or performance deficiencies that could affect contract execution.
  • Proactively participates in recruitment strategy implementation in and across assigned contracts and sites, to include interviewing candidates and filling open positions.
  • Perform initial, annual, and special HPO evaluations or services appropriate to the role
  • Participate in training, drills, and emergency response activities
  • Identify and report conditions impacting safety, reliability, or mission readiness
  • Support quality assurance and continuous improvement activities.

Requirements
Qualifications:
  • Minimum of 5 years program management experience.
  • Bachelor's Degree in Business Administration, Healthcare Administration or Healthcare related field;
  • Prior federal government contracting experience.
  • Experience managing contract(s) in Healthcare, Occupational Health or Human Performance Optimization supporting military, law-enforcement or first responders.
  • Advanced experience with Microsoft suite (Word, Excel, PowerPoint, SharePoint, Project Manager, Power BI, Teams, Copilot).
  • Must be a US Citizen.

Preferred Experience:
  • Familiarity with Department of Defense Contractor Personnel Office (DOCPER) and U.S. Army Europe and Africa office that manages NATO Status of Forces Agreement (SOFA).
  • Familiarity with Human Performance Optimization (HPO) related programs.
  • Possess a Program Management certification.
  • Experience managing a contract internationally and on-site.
  • Master's Degree Business Administration, Healthcare Administration or Healthcare related field.

About the Role:
This job is CONTINGENT upon contract award, client approval, completion of a favorable background investigation, and the ability to obtain and maintain a Public Trust / High Risk clearance.
Final compensation will be based on relevant factors including work experience, skills, certifications, and internal equity.
