Summary
The Program Analyst position supports health system decision-making and management functions as a member of the Clinical Operations section in the Office of the Chief of Staff, VA Ann Arbor Healthcare System . The Clinical Operations section supports executive and clinical information needs and designs projects or studies in response to complex questions. The Program Analyst works under the broad supervision of a Health System Specialist,organizationally known as the Group Practice Manager.

Duties

Major Duties and Responsibilities include, but is not limited to:

• Collects, analyzes and presents data related on all performance indicators. Conducts studies and analyses as assigned by the Chief of Staff or Health System Specialists.
• Independently researches and obtains data from external sources for benchmarking and performance improvement activities, including salary and productivity measures.
• Serves as a resource to staff within the entire health system regarding data, workload, processes, technical questions concerning eligibility, etc. Handles inquiries from Congressional Offices, researches issues and prepares responses for the signature of the Medical Center Director.
• Formulate, direct, and develop policies and Automated Data Processing management. Evaluates circumstances and develops, refines or revises operational procedures. Responsible for providing management advisory services on aspects of improving care for patients care administration programs at the VAMC.
• Participates in medical center-wide performance improvement activities, including committee and performance improvement team membership. Provides staff support to committees and teams as assigned.
• Serves as a data resource for other areas of the healthcare system. Compiles final reports of evaluation efforts and notes discrepancies and the planned initiatives for effective remedial actions. Implements changes when possible, initiates work orders, training, and other actions necessary to improve customer relations. Analyzes retrospective and concurrent service or interdisciplinary concurrent reviews, relating findings to pre-established criteria in order to identify deviations.
• Participates at the national and regional level to prepare all facilities for transition to new programs. Develops methodology for training staff and verifying competencies.
• Establishes and maintains communication with personnel at all levels throughout the Medical Center, CBOCs, and annex clinics including Executive Leadership, Service Chiefs, as well as VISN and National staff, staff from other VA Medical Centers, Veterans, representatives from other governmental agencies, and the public.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Interchange Agreement: Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. You may qualify based on your experience and/or education as described below:

• Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Conducting detailed analyses of complex functions and work processes; Adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
• OR,
• Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree
  or
  2 full years of progressively higher level graduate education leading to such a degree
  or
  LL.B. or J.D., if related
• OR,
• Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a graduate degree.
