(Out-of-state candidates planning to relocate will not be considered) Must Have WIC (Women Infant Children) Business Analyst Specialist (WIC MIS Lead) Texas Only 12+ Month Contract (Extension Possible) About the Role We are seeking a Senior-Level Business Analyst Specialist to support a WIC Technology Administration team. This role will serve as the Lead WIC Business Analyst responsible for leading business and gap analysis efforts supporting the WIC MIS (MOSAIC) system.

The ideal candidate will have extensive experience in business analysis, regulatory compliance environments, large-scale state IT systems, and project leadership. Key Responsibilities Lead development and implementation of the WIC MIS requirements documentation project plan Review current MIS functionality and translate into detailed system requirements Perform comprehensive gap analysis against federal, state, and program requirements Manage project milestones, risks, and issue escalation Guide and mentor team members in requirements analysis and documentation Facilitate stakeholder meetings and obtain sign-off on requirements and priorities Collaborate with technical and non-technical teams to align business needs with system capabilities Provide executive-level status reporting and documentation Required Qualifications (10+ Years) 10+ years of Business Analysis experience Extensive experience with requirements elicitation and documentation Strong knowledge of project management frameworks Experience working with large-scale IT systems and enterprise applications Ability to define functional specifications and system requirements Experience translating regulatory and policy requirements into technical requirements Strong stakeholder management and negotiation skills Experience ensuring accuracy in documenting system functionality and compliance requirements Preferred Qualifications 5+ years working in government, regulatory, or compliance environments 5+ years project management experience 5+ years leading teams or workgroups Experience conducting MIS gap analysis in large organizations Experience creating solicitation or contract requirements Bachelor's degree in Business, MIS, Computer Science, or related field #J-18808-Ljbffr
