Job description

Job Title: Senior Cloud Developer / Technical Project Manager

(Public Health and/or Pharmaceutical Experience)

Overview

We are seeking an experienced Senior Cloud Developer / Technical Project Manager to support a federal government contract focused on public health–related data systems and enterprise cloud modernization. This role requires a strong technical foundation in cloud development, systems engineering, and application modernization, in addition to proven project management experience.

The ideal candidate will actively contribute to cloud solution development, technical decision-making, implementation oversight, and hands-on engineering activities, while also managing project execution. This position is not a PM-only role; candidates must demonstrate strong hands-on technical expertise in cloud platforms, software development, and system modernization within regulated healthcare or life sciences environments.

Key Responsibilities

  • Lead the technical development, planning, and delivery of enterprise cloud applications and data platforms.
  • Design, develop, review, and guide implementation of cloud solutions across AWS, Azure, and/or Google Cloud environments.
  • Serve as a technical liaison between engineering teams, government stakeholders, and business users.
  • Translate business and regulatory requirements into scalable, secure cloud-based applications and technical solutions.
  • Develop and maintain technical documentation, including system designs, implementation plans, architecture diagrams, and deployment roadmaps.
  • Manage project schedules, milestones, risks, and dependencies while ensuring technical quality and successful delivery.
  • Support system modernization, data integration, application development, and cloud migration initiatives.
  • Ensure compliance with government, healthcare, and data governance standards.
  • Facilitate technical reviews, status briefings, sprint planning, and stakeholder meetings.
  • Support Agile or hybrid delivery models, working closely with developers, data engineers, DevOps, and security teams.
  • Participate in hands-on development, code reviews, troubleshooting, and cloud platform optimization.

Required Qualifications

  • Extensive hands-on experience developing and delivering cloud solutions in AWS, Azure, and/or Google Cloud (development and implementation, not just oversight).
  • Demonstrated experience combining technical leadership, software development, and project management responsibilities.
  • Strong experience in cloud-native application development, APIs, microservices, and system integration.
  • Experience supporting public health, pharmaceutical, life sciences, or healthcare data systems.
  • Strong understanding of healthcare systems, regulatory environments, and data management practices.
  • Experience working in Agile or hybrid delivery environments.
  • Bachelor’s degree in Computer Science, Information Systems, Public Health, Engineering, or a related field.
  • Strong analytical, problem-solving, and technical communication skills.
  • Proficiency with project management and collaboration tools (e.g., MS Project, Jira, Confluence, Trello).
  • (required for government contract eligibility).
  • Ability to pass a federal background investigation.

Preferred Qualifications

  • Cloud certifications (e.g., AWS Developer Associate, AWS Solutions Architect, Azure Developer Associate, Azure Solutions Architect Expert).
  • PMP, CSM, PMI-ACP, or similar project management certifications.
  • Experience working with HHS agencies (e.g., FDA, NIH, CMS, HRSA, CDC).
