PROS Senior Mental Health Counselor
Department: Behavioral Health Services Reports To: PROS Assistant Program Director FLSA Status: Exempt Location: NYC (Harlem)
Position Summary
The PROS Senior Counselor provides clinical and rehabilitative services within Goodwill Industries of Greater New York and Northern New Jersey, Inc.'s OMH-licensed Personalized Recovery Oriented Services (PROS) program. The Senior Mental Health Counselor delivers direct services to participants, supports individualized recovery planning, and supports leadership in promoting service quality, staff support, and recovery-oriented practice.
This position functions as a senior, experienced clinician who provides guidance to other counselors, supervises student interns, contributes to program operations, and supports compliance with NYS Office of Mental Health (OMH) PROS regulations, while advancing Goodwill's mission to empower individuals to achieve independence and dignity through work.
Essential Duties and Responsibilities
• Provide direct PROS services to assigned participants in accordance with OMH PROS service definitions and recovery goals.
• Facilitate individual and group services focused on skill development, wellness self-management, community integration, employment readiness, and goal attainment.
• Manage caseload of 17-20 participants.
• Collaborate with participants to develop and implement individualized recovery plans that are person-centered, strength-based, and culturally responsive.
• Monitor participant progress and adjust service interventions as needed.
• Serve as a clinical resource and informal mentor to PROS counselors and support staff.
• Support consistent implementation of recovery-oriented, trauma-informed, and evidence-based practices.
• Assist with case conferencing, utilization discussions, and clinical problem-solving.
• Participate in treatment team meetings and interdisciplinary collaboration.
• Provide direct supervision to 2-4 student interns annually.
• Complete all clinical documentation accurately, thoroughly, and within required OMH and Medicaid timeframes; ensure documentation supports medical necessity, recovery goals, and service delivery standards.
• Contribute to maintaining a safe, inclusive, and recovery-focused program environment.
• Assist participants in accessing community-based resources that support recovery and independence.
Qualifications
• Master's degree in Social Work, Psychology, Rehabilitation, or a related human services field required along with NYS professional licensure (LMSW, LCSW, LMHC, LMFT), Required.
• Minimum of 3 years of experience providing behavioral health or psychiatric rehabilitation services.
• Experience in licensed programs preferred; PROS experience preferred.
• Prior experience facilitating groups and working with individuals with serious mental illness preferred.
Knowledge, Skills, and Abilities
• Working knowledge of recovery-oriented and person-centered practice models.
• Familiarity with OMH PROS regulations and Medicaid documentation standards.
• Strong interpersonal, organizational, and communication skills.
• Ability to work collaboratively with multidisciplinary teams.

• May include periods of standing, walking, and facilitating groups.
