Job description

The Leidos Defense Sector has an exciting career opportunity for an experienced Security Leader supporting the ILS2 Program in Aiea , Hi Leidos is seeking an experienced security leader to manage a dual-scope security portfolio: industrial security operations at a secure manufacturing facility supporting DoD, Intelligence Community, and U.S. Government programs, and global threat and crisis management supporting Leidos' personnel, sites, and assets worldwide.
This leader will ensure compliance with 32 CFR Part 117, DoD and IC requirements, and company policy across secure production operations, while also monitoring global threats and leading the organization's response to crises and critical incidents. The role requires close coordination with program management, manufacturing, engineering, facilities, government customers, and Leidos' Global Resilience team - balancing rigorous compliance and risk management with uninterrupted mission and business operations.
Primary Responsibilities
  • Lead the industrial security program for a secure manufacturing facility, ensuring compliance with 32 CFR Part 117, DoD/IC directives, and customer requirements across production, integration, testing, storage, and shipping.
  • Oversee physical and personnel security operations, including access control, classified material and CUI handling, clearance actions, indoctrinations/debriefings, and insider threat programs.
  • Serve as the facility's primary point of contact for DCSA, DoD, and IC security officials; lead preparation for and response to inspections, audits, and reviews, including corrective action closure.
  • Lead investigations into security incidents and violations, implementing corrective and preventive measures.
  • Monitor and assess global threats, incidents, and crises affecting Leidos personnel and assets, using threat monitoring and mass notification platforms to support duty-of-care and accountability.
  • Develop, maintain, and continuously improve business continuity and emergency management plans, while leading and participating in emergency preparedness and tabletop exercises. Incorporate lessons learned and identified gaps into ongoing program improvements. Develop and maintain program-level security policies and procedures, participate in tabletop exercises, and conduct audits and assessments of program security practices to ensure compliance, identify vulnerabilities, and strengthen overall security and operational resilience.
  • Prepare and disseminate threat assessments, incident communications, and after-action reports for leadership and employees.
  • Mentor and develop security staff, building a culture of accountability and continuous improvement across both security functions.

Basic Qualifications
  • Bachelor's degree with 8+ years of relevant security experience (industrial security, threat analysis, or crisis management), or a master's degree with 6-10 years; additional experience may substitute for a degree.
  • FSO, CPSO, or CSSO certification, with experience supporting SAP/SCI programs and knowledge of ICD-705 facility requirements.
  • Experience with secure manufacturing security, insider threat programs, and DoD manufacturing programs (e.g., U.S. Army).
  • Working knowledge of emergency preparedness frameworks (NIMS, NRF, ICS); crisis management or FEMA coursework/certification preferred.
  • Strong written and verbal communication skills, including experience briefing and writing for executive audiences.
  • Proven ability to manage competing priorities under pressure and tight deadlines; available for extended hours during a crisis.
  • Must hold a Top Secret clearance with the ability to obtain SCI.

Preferred Qualifications
  • Strategic, customer-focused leadership with strong judgment and a track record of operational excellence and continuous improvement.
  • Working knowledge of the Everbridge platform (Suite and Visual Command Center) and OSINT/analytical tools

Pay Range:
Pay Range $82,550.00 - $149,225.00
