Capital Planning Senior Manager - JLL Project & Development Services Team

What this job involves: JLL is seeking an experienced Capital Planning Senior Manager to join the Amgen account team within JLL's Project & Development Services (PDS) organization, supporting the Project Management team responsible for capital planning and execution of small capital projects. This role will lead Engineering Service Requests (ESRs) from concept through client-approved budget and schedule, then hand off to the execution team via the PIF process. It's a strategic, client-facing role at the intersection of life sciences facilities engineering, capital planning, and relationship management in a highly regulated pharmaceutical manufacturing environment.

Reports to: Capital Planning Director

What your day-to-day will look like:

  • ESRs & Business Cases - Lead ESR development end-to-end: scope definition, budget estimation, schedule development, and risk analysis.
  • Build Business Case Reports with ROI analysis, present them to client stakeholders, and drive the approval and funding process.
  • Manage handoff of approved ESRs to the execution team through project initiation, ensuring documentation and expectations are clear.
  • Capital Planning & Financials - Support annual, 12-month, and 3-5-year rolling capital plans; prioritize the ESR database using risk and business-driver data.
  • Run ROI analysis, cash flow modeling, and feasibility studies; support budgets and manage multiple vendors.
  • Technical Scoping - Develop scope-of-work and budgets for infrastructure and lifecycle projects including, but not limited to: electrical (UPS, generators, switchgear), mechanical (air handlers, boilers, chillers), lab equipment, fire/life safety, and building envelope.
  • Client Relationships - Act as the client's trusted strategic advisor; build relationships across all levels and resolve conflicts proactively.
  • Identify additional project opportunities within the account to grow JLL's footprint.
  • Reporting & Compliance - Deliver executive reporting and dashboards (Power BI, PowerPoint, Azara) on asset performance and capital investment needs.
  • Ensure all activities meet GMP/FDA regulatory requirements and audit-readiness standards.
  • Support the GLAM Program within the team as needed.
  • Manage a small team include a Capital Planning Manager, Estimator and Reliability Estimate.

Required Qualifications:

  • Bachelor's degree in Architecture, Engineering, Construction Management, or a related field.
  • 10+ years of project and facility experience in large engineering/architectural organizations.
  • 5+ years in capital planning, lifecycle asset management, or a similar role.
  • Experience with multi-site, multi-building campuses and complex building systems.
  • Working knowledge of HVAC, electrical distribution, compressed air/central plant, and lab/manufacturing equipment.
  • Proficiency with Excel, Smartsheets, Maximo, VFA, Power BI, eBuilder, Adaptive Work, Ingenious Build, E1, and MS Office/Project.
  • Strong financial analysis skills.
  • People management experience, with the ability to lead and develop a small technical team.
  • Strategic thinking and analytical rigor in translating technical detail into business recommendations.
  • Client focus, with the ability to anticipate needs and manage expectations proactively.
  • Excellent verbal and written communication across technical and executive audiences.
  • Strong organizational skills for managing multiple priorities in a fast-paced environment.
  • Collaborative approach across JLL and client teams, functions, and leadership.

Preferred Qualifications:

  • Pharmaceutical/life sciences experience is strongly preferred, with knowledge of GMP and validation requirements.

Estimated compensation for this position:

135,000.00 - 165,000.00 USD per year

This range is an estimate and actual compensation may differ. Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
