Job description

We are seeking a highly motivated GIS Technician / Analyst to join our Grid Modernization team. In this role, you will help maintain and enhance the Cooperative's Geographic Information System (GIS), ensuring the accuracy and integrity of mapping data that supports engineering, operations, planning, and business initiatives. This position is ideal for an experienced GIS professional who enjoys solving complex technical challenges, improving data quality, supporting enterprise GIS applications, and collaborating across departments to advance utility operations.
What You'll Do
As a GIS Technician / Analyst, you will:
  • Maintain accurate and up-to-date system maps and drawings, including detailed maps, transmission maps, circuit diagrams, key maps, one-line diagrams, territorial maps, and other engineering drawings.
  • Accept maps, staking sheets, drawings, sketches, plats, orthophotos, topographic maps, and other documentation and accurately digitize them into the GIS system.
  • Ensure all GIS map alterations and revisions are current and accurately reflected within the system.
  • Provide advanced technical expertise for GIS-related activities in accordance with Cooperative policies and procedures.
  • Perform complex spatial analysis, data validation, and quality control to support engineering studies, system planning, asset management, and operational decision-making.
  • Make recommendations that improve Grid Modernization Department operations related to GIS.
  • Assist the GIS Supervisor with implementing departmental objectives.

Specific Responsibilities
  • Post work orders and perform accurate GIS data entry and daily edits.
  • Recommend and implement improvements to the GIS system.
  • Review and approve GIS work before inclusion in production system maps.
  • Support enterprise GIS architecture and system integration.
  • Assist with ArcGIS Enterprise administration and service publishing.
  • Perform advanced spatial analysis and reporting.
  • Integrate GIS data with Power BI and other reporting tools.
  • Provide drafting, copying, plotting, and artwork services for the Cooperative.

Additional Responsibilities
  • Maintain engineering and departmental database files.
  • Assist with the design and planning of major system studies and engineering projects.
  • Help prepare engineering documents and technical reports.
  • Be available for overtime during emergency situations and adverse weather events.
  • Attend conferences and training as requested.

Required Qualifications
  • Bachelor's degree in GIS, Geography, Engineering, Computer Science, or a related field, or an equivalent combination of education and experience.
  • Minimum of five (5) years of progressively responsible experience with ESRI-based GIS systems, including ArcMap, ArcCatalog, ArcEngine, ArcGIS Pro, and ArcGIS Enterprise.
  • Experience working with SQL Server databases, including writing and optimizing complex SQL queries.
  • Experience integrating GIS data with reporting and analytics tools such as Power BI.
  • Working knowledge of drafting techniques and practices.

Preferred Qualifications
  • Experience with AutoCAD.
  • Experience with NISC Mapping & Staking.
  • Knowledge of computer hardware and plotters.
  • Experience with Microsoft Office applications, including Word, Excel, Access, and Teams.
  • Experience with Python, ArcPy, or other GIS automation tools.
  • Knowledge of the electric utility industry.
