Job description

cFocus Software seeks a Jr. Geospatial Analyst to join our program supporting the Department of Homeland Security (DHS). This position is remote. This position requires a Public Trust Clearance.
Qualifications:
  • Bachelor’s or master’s degree in IT, Computer Science, Geography or a related field.
  • 1-3 years of relevant professional, internship, academic, military, or project experience in GIS, geospatial analysis, cartography, data management, or location intelligence.
  • Foundational experience using ESRI technology such as ArcGIS Pro, ArcGIS Enterprise/Portal, ArcGIS Online, web maps, hosted feature layers, Dashboards, or comparable GIS tools.
  • Understanding of spatial data concepts, coordinate systems, projections, geocoding, vector and raster data, attributes, metadata, data quality, and basic spatial analysis.
  • Ability to work with common tabular, JSON, web-service, and geospatial formats and to organize and validate data systematically.
  • Basic experience with Python, ArcGIS Notebooks, SQL, Arcade, or another scripting/query language used for data processing or GIS automation.
  • Strong attention to detail, analytical reasoning, documentation, organization, communication, and willingness to learn in a collaborative Agile environment.
  • Ability to satisfy DHS suitability, background-investigation, Entry on Duty, security, and system-access requirements for the assigned position.
Duties:  
  • Acquire, receive, organize, process, update, and maintain geospatial and operational datasets supporting DHS GMO mission programs.
  • Prepare data for upload, publication, visualization, analysis, sharing, archival, and retrieval within ESRI Portal, ArcGIS Online, GII repositories, and other approved environments.
  • Perform routine geoprocessing, spatial analysis, data conversion, coordinate validation, field mapping, joins, selections, overlays, and other assigned GIS production activities.
  • Query and maintain archived geospatial information in open, accessible, and available standards and support applicable data backup, recovery, and records-retention activities.
  • Follow established naming conventions, folder and repository structures, versioning practices, access restrictions, and data-handling procedures
  • Perform data-quality assurance and quality-control checks for completeness, accuracy, consistency, currency, schema compliance, geometry, attribution, duplication, and usability.
  • Document data-quality findings, corrections, assumptions, limitations, source lineage, and unresolved issues; escalate material concerns to senior staff.
  • Create and maintain dataset, service, and database metadata in accordance with DHS geospatial methodologies, approved standards, and program procedures.
  • Assist with database metadata design, repository maintenance, data dictionaries, field definitions, source descriptions, terms of use, points of contact, and update schedules.
  • Support reconciliation of published layers, web services, source data, metadata, and related documentation so that information remains accurate and traceable.
  • Design, configure, publish, and maintain web maps, hosted layers, and geospatial services under established technical and governance procedures.
  • Configure appropriate symbology, labeling, pop-ups, filters, fields, scales, legends, and other presentation settings to meet user and mission requirements.
  • Create and update ArcGIS Dashboards that present real-time information, key performance indicators, status, trends, and operational context.
  • Assist with Experience Builder applications and other ESRI web experiences by configuring maps, widgets, data sources, layouts, and user-facing content.
  • Validate that published products display accurate information, perform as expected, and support applicable accessibility, security, and user requirements
  • Participate in requirements discussions and translate stakeholder data, mapping, visualization, and reporting needs into documented Jira stories, tasks, acceptance criteria, and data specifications.
  • Execute assigned manual and automated test cases for data workflows, maps, layers, dashboards, services, and geospatial applications; record results and document defects.
  • Support user acceptance, integration, regression, data-quality, and operational testing and verify that corrections meet defined requirements.
  • Participate in Agile ceremonies, sprint planning, backlog refinement, demonstrations, reviews, and retrospectives; keep assigned work and blockers current in Jira.
  • Use Confluence, GitLab, and other Government-approved tools to maintain documentation, scripts, configuration items, decisions, and work products
