Job description

Description *The entire Pay Range is as posted. Starting pay will be based on qualifications and experience.* Primary Purpose As a member of the City's Data Services team, the GIS Specialist works alongside data and technology staff while serving as the team's primary GIS practitioner and steward of geographic data, applications, imagery, and related workflows. The position is responsible for maintaining the accuracy, structure, documentation, availability, and long-term usability of authoritative GIS datasets and for supporting the use of GIS in infrastructure and asset management, departmental operations, planning, development, and public service delivery

The position also owns the City's GIS-related drone imagery process, including aerial image capture, orthomosaic production, quality review, and publication for use in City GIS maps and applications. The GIS Specialist supports employees using desktop, web, mobile, and field GIS tools and may recommend and implement new GIS workflows when departmental needs or opportunities arise. Supervision Under direct supervision of the Chief Technology Officer.

Essential Duties & Responsibilities Maintain and improve the City's authoritative GIS datasets, ensuring their accuracy, completeness, consistency, currency, documentation, and long-term usability. Establish and apply GIS data standards, quality-control procedures, naming conventions, metadata practices, and routine maintenance schedules. Create and maintain geodatabases, feature classes, fields, domains, subtypes, relationships, attachments, and other GIS data structures appropriate to City operations.

Use ArcGIS Pro and related tools to create, edit, validate, analyze, transform, document, and publish spatial data. Manage the lifecycle of GIS content in ArcGIS Online and applicable enterprise, cloud, or hosted environments, including feature services, web maps, applications, dashboards, groups, sharing settings, and related published content. Develop and maintain GIS-based inventories and workflows supporting municipal infrastructure, asset management, planning, development review, and other departmental operations.

Plan and conduct assigned drone flights to capture aerial imagery for development projects and other City needs, subject to applicable policies and operating requirements. Process, review, organize, document, and publish drone imagery and orthomosaic products for use in the City's GIS datasets, maps, and applications. Configure, maintain, and support ArcGIS Field Maps, Survey123, GPS equipment, digital forms, and other mobile or field data-collection workflows.

Assist employees in identifying appropriate GIS tools and applications, and provide training, documentation, troubleshooting, and technical support for desktop, web, mobile, and field GIS use. Develop and maintain maps, dashboards, web applications, analyses, reports, cartographic products, and other geographic information products in response to City needs. Recommend and implement new or improved GIS workflows, applications, and data-collection methods when opportunities are identified through assigned work or departmental requests.

Collaborate with other members of the Data Services team on database integrations, automation, application development, data exchange, and other technical work involving GIS data, systems, or applications. Communicate GIS requirements, limitations, progress, and technical information to City staff, vendors, consultants, and other stakeholders as needed for assigned work. Participate in City project teams when GIS data, imagery, applications, or technical expertise are required.

Perform other related duties as assigned. Important Duties Attends in-service training sessions or other training sessions deemed appropriate by supervisor or department head. Assists in training staff in the use of position related equipment and software.

Maintains a neat and orderly work area. Maintains confidentiality as required. Minimum Qualifications Education & Experience Two (2) years of progressively responsible professional experience working with GIS platforms and spatial data is required.

Experience using ArcGIS Pro to create, edit, maintain, validate, and publish GIS data is required. Experience maintaining organizational or authoritative GIS datasets is required. An associate's or bachelor's degree, certificate, or formal coursework in GIS, geography, geospatial science, planning, information systems, or a related field is preferred.

Additional directly related professional GIS experience may substitute for education. Experience in municipal government, utilities, public works, infrastructure, planning, development, or asset management preferred. Experience with ArcGIS Online or ArcGIS Enterprise, mobile GIS applications, GPS data collection, or drone imagery also preferred.

Knowledge, Skills, & Abilities Must be able to utilize sound judgment and make decisions with the City's best interests, operational needs, data integrity, and costs in mind; Must communicate effectively and professionally, complete work accurately, manage multiple assignments, and meet established deadlines; Must demonstrate proficiency with ArcGIS Pro and working knowledge of GIS principles, spatial data structures, data maintenance, quality control, cartography, and spatial analysis; Must have experience with ArcGIS Online or ArcGIS Enterprise, web and mobile GIS applications, GPS equipment, and field data-collection workflows; Must be able to process, review, and publish aerial and orthomosaic imagery; Must be able to maintain GIS documentation and standards, support and train GIS users, work independently as the City's primary day-to-day GIS resource, and collaborate effectively as a member of the Data Services team; Must possess strong critical-thinking, problem-solving, organizational, communication, and customer-service skills. Must be able to perform effectively as a member of a team in carrying out the City's Mission, Vision, & Values as well as the Trust Edge Experience, which further establishes the foundation for our Mission, Vision, & Values through the 8-Pillars of trust, which are: Clarity, Compassion, Character, Competency, Commitment, Connection, Contribution and Consistency. Special Requirements Must possess a valid Driver's License and at times may be required to utilize one's own personal vehicle to work at various City Department locations. Must possess or obtain FAA Remote Pilot Certificate under 14 CFR Part 107 within initial six (6) months of employment. Miscellaneous Requirements Must be at least 18 years of age.

May be required to work a variety of shifts including nights, weekends, or holidays. Must be a dependable person due to the small size of the work force. Supplemental Information Physical Demands Must possess the ability to operate a computer keyboard and/or mouse.

Must have the ability to lift 40 pounds and move objects in accordance with completing job functions. Work Environment Primarily indoors with heating and cooling regulated in a general office environment. Must be willing and able to conduct outdoor field work and operate the City's unmanned aircraft system for assigned aerial-imagery projects.
