Project Manager / Business Analyst - Real Estate Records Management System
Role Overview
Our client is seeking an experienced Project Manager/Business Analyst to lead the implementation of an enterprise Real Estate Records Management System. This role will oversee the full project lifecycle, including requirements, procurement, vendor management, data migration, integrations, testing, cutover, and transition to operations.
The ideal candidate brings significant utility or infrastructure experience with real estate, land-management, right-of-way (ROW), or GIS-enabled property systems.
Key Responsibilities
  • Lead the full lifecycle implementation of the Real Estate Records Management System.
  • Manage project scope, schedule, budget, resources, risks, issues, dependencies, and deliverables.
  • Lead cross-functional teams across Real Estate, ROW, GIS, IT, Legal, Procurement, Finance, Cybersecurity, Engineering, and Operations.
  • Facilitate requirements workshops and document current/future-state processes and detailed business and technical requirements.
  • Develop and support RFPs, SOWs, technical requirements, vendor evaluation criteria, and acceptance criteria.
  • Manage requirements related to parcels, deeds, easements, ROW, property acquisition, leases, permits, title/survey records, and legal records.
  • Coordinate data migration, cleansing, validation, and system integrations, including GIS, ERP/PeopleSoft, financial, document, and asset-management systems.
  • Manage third-party vendors and the System Integrator.
  • Oversee testing, UAT, cutover, training, change management, documentation, and transition to operational support.
  • Provide project reporting and maintain communication with business, technical, and executive stakeholders.

Requirements
Required Qualifications
  • Bachelor's degree in Business, Computer Science, Information Systems, GIS, or related field.
  • 10+ years of Project Management/Business Analysis experience, including 7+ years leading complex enterprise implementations in utility or infrastructure environments.
  • At least two full-lifecycle implementations involving real estate, land management, ROW, GIS-enabled property management, or a comparable enterprise system.
  • Direct experience with Pandell, ENKON Integral-LIS, Quorum Land, Flairdocs ElectricTrack, or a comparable platform.
  • Strong experience with requirements gathering, process documentation, RFPs, SOWs, data migration, integrations, testing, and vendor/System Integrator management.
  • Excellent communication, stakeholder management, facilitation, and executive reporting skills.
Preferred Qualifications
  • PMP, PMI-PBA, or equivalent certification.
  • Electric utility experience involving easements, ROW, parcels, acquisitions, leases, title, and property access.
  • Experience integrating land-management platforms with ArcFM GIS, ERP/financial systems, document repositories, and asset/work-management systems.
