We are seeking a GIS Project Coordinator / Business Analyst to support a high-visibility infrastructure mapping initiative in Alexandria, VA. This role will work closely with business stakeholders and GIS technical teams to gather requirements, coordinate enhancements, and improve the usability and functionality of both internal and public-facing GIS maps.


The ideal candidate will have experience with ArcGIS/Esri applications, project coordination, requirements gathering, and stakeholder management. This is a user-facing and project-focused GIS role rather than a back-end development position, with an emphasis on translating business needs into practical GIS solutions and improving the overall user experience. Experience with ArcGIS Experience Builder, SharePoint, Smartsheet, or infrastructure/public-sector projects is a plus.


The position will be onsite in Alexandria initially, with the opportunity to transition to a hybrid schedule of up to 2 remote days per week. The engagement is expected to run through at least the end of 2026, with potential for extension.

Core Responsibilities

  • Take ownership of coordinating the infrastructure map project and determine what needs to be completed to finalize the initiative.
  • Gather requirements from T&ES stakeholders and understand how different groups need to use the map.
  • Serve as a liaison between business stakeholders and the City's IT/GIS team.
  • Translate stakeholder requests into clear requirements for the GIS team.
  • Work with GIS resources to determine what enhancements are technically feasible and communicate limitations or alternatives back to stakeholders.
  • Improve the front-end user experience of the infrastructure map.
  • Work with ArcGIS Experience Builder to enhance how users interact with GIS information.
  • Coordinate the development and enhancement of two map experiences:
    • External/Public Map: Provides visibility into current infrastructure projects and activity.
    • Internal Map: Provides City staff with more detailed information, including current activity and future-state/planned infrastructure work.
  • Coordinate GIS layers and information associated with ongoing infrastructure and redevelopment initiatives.
  • Facilitate meetings, gather feedback, document requirements, track action items, and drive follow-up.
  • Help establish a clear project roadmap and prioritize enhancements.
  • Support additional project coordination initiatives as needed.

Understanding of GIS applications from a user experience, functionality, and interface perspective.


Strong organizational, communication, and meeting facilitation skills.


Ability to independently manage priorities, track action items, and drive projects forward.


Experience with infrastructure, transportation, public works, utilities, or government projects is preferred.


Experience with SharePoint and/or Smartsheet is a plus.


Proficiency with Microsoft Office, including Excel, Word, PowerPoint, and Outlook.
