JOB SUMMARY
The GIS Technician II - Utilities position builds upon the foundational knowledge of the GIS Technician I - Utilities role by performing advanced GIS data development, cartography, and spatial analysis tasks with minimal supervision, with a primary focus on supporting the County's water and sewer infrastructure systems. This position is responsible for maintaining and developing GIS datasets related to water distribution and wastewater collection systems, producing high-quality infrastructure maps and analytical products, integrating engineering and as-built data into the GIS environment, and supporting infrastructure planning and maintenance operations. The role involves interdepartmental collaboration with Utilities, Engineering, and Operations Teams to ensure accurate geospatial representation of critical infrastructure assets.
JOB DUTIES
  1. Maintain and update GIS datasets associated with water and wastewater infrastructure, including pipes, valves, hydrants, manholes, lift stations, service connections, and related utility assets.
  2. Utilize ESRI ArcGIS software to compile, edit, and maintain spatial and attribute data for departmental and countywide GIS databases related to utility infrastructure.
  3. Design, update, and produce thematic, analytical, and infrastructure maps for operational use, infrastructure planning, engineering projects, and official presentation purposes.
  4. Integrate engineering drawings, as-built plans, CAD files, and survey data into GIS datasets to maintain accurate representations of utility infrastructure.
  5. Convert and integrate data from multiple formats (CAD, survey, GPS, and external sources) into GIS datasets and perform spatial calculations related to infrastructure systems.
  6. Incorporate aerial imagery and external datasets into maps and applications to support infrastructure analysis and ensure technical and visual accuracy across deliverables.
  7. Maintain and update the GIS Service Request database and associated documentation related to infrastructure mapping requests, ensuring procedures and workflows remain current.
  8. Prepare and maintain metadata, data dictionaries, and procedural documentation. Conduct quality assurance and quality control reviews to ensure spatial accuracy and integrity of infrastructure datasets.
  9. Support utilities operations by producing maps and spatial analysis related to system maintenance, service areas, infrastructure expansion, and capital improvement projects.
  10. Coordinate GIS service requests across departments and provide mapping support for Utilities, Engineering, Planning, and other divisions as needed.
  11. Assist with field verification of infrastructure assets using GPS equipment and coordinate with utilities staff to resolve discrepancies in asset locations or attributes.
  12. Support training, mentoring, and onboarding of GIS Technician I - Utilities staff.
  13. Troubleshoot GIS-related issues in collaboration with developers, systems administration, and IT staff.
  14. Participate in training and professional development to enhance GIS, infrastructure data management, and asset management competencies.
  15. Perform a variety of tasks and assist with special projects as assigned.
  16. Regular attendance and punctuality.

EDUCATION, TRAINING & EXPERIENCE
Education:
Bachelor's degree in GIS, Geography, Environmental Science, or a related discipline preferred.
Experience:
Two to four years of professional GIS experience (3+ years in a municipal, planning, or utility environment preferred).
An equivalent combination of education, experience and training may be substituted at the Clerk's discretion.
Licenses/Certificates:
Valid Florida Driver License.
EQUIPMENT USED:
Computer, copier, plotter,phone and various other technological equipment.
ESSENTIAL SKILLS AND QUALIFICATIONS
  • Proficiency in ESRI ArcGIS suite (ArcMap, ArcGIS Pro, ArcCatalog).
  • Familiarity with Lucity(Computerized Maintenance Managing System),AutoCAD, and Trimble GPS workflows preferred.
  • Strong understanding of spatial data management, coordinate systems, and cartographic principles.

ESSENTIAL PHYSICAL SKILLS:
Acceptable eyesight (with or without correction); acceptable hearing (with or without correction); ability to access, input and retrieve information from a personal computer; ability to sit for long periods of time; ability to communicate orally in order to answer questions in person and over the telephone; ability to sit at a desk and view a display screen for extended periods of time; ability to stand for long periods of time. Ability to perform highly detailed digital mapping and distinguish subtle color/line variations for extended periods. Walking, kneeling, bending, stooping, stretching and lifting up to 50 lbs.
WORKING CONDITIONS:
Office environment and occasional field work. Work closely with others. Ability to navigate outdoor environments (uneven terrain, construction sites) to locate and verify assets. Ability to carry portable GPS units and data collectors (up to 20 lbs.) and occasionally stoop or reach to access valve boxes or manhole covers. Must wear required Personal Protective Equipment (PPE) while on-site in the field. Must have reliable transportation which employee may be required to use if a County vehicle is not available. Flexible hours required. Travel as needed to attend occasional conferences and off-site training.
