Project Overview:

Bechtel is among the most respected engineering, project management, and construction companies in the world. Bechtel operates through five global business units that specialize in Infrastructure; Mining and Metals; Nuclear, Security and Environmental; Manufacturing and Technology; and Energy. Bechtel Infrastructure will work in a Delivery Partner role within an integrated team with the customer organization for the Ontario Line Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15 km of new alignment, being performed by two key PPP Contractors (Project Cos) and other Contractors for the balance of the scope. The project interfaces with both the City of Toronto (COT) and Toronto Transit Commission (TTC). Bechtel form a key component of the overall Integrated Project Delivery team (comprising the customer, Metrolinx; the Technical Advisor, and Bechtel as the Vendor).

Job Summary:

The Senior BIM/GIS Delivery Manager provides strategic leadership for BIM, GIS, Information Management, and Digital Delivery across the Ontario Line Project. Working within the Project Innovation & Information Management (PIIM) organization, the role is responsible for supporting development/establishing and continuously improving digital delivery strategies, information governance frameworks, BIM/GIS implementation, Common Data Environment (CDE) processes, asset information management, and digital construction workflows.
The successful candidate will report to the Project Innovation & Information Manager (PIIM) and work closely with the client, integrated project team, contractors, consultants, project controls, construction, document control, and functional teams to ensure project information is managed effectively throughout the project lifecycle. The role requires a demonstrated ability to lead multidisciplinary teams, develop and implement digital delivery strategies, drive innovation, and foster adoption of emerging technologies and industry best practices.

Major Responsibilities:
  • Support the PIIM with the development, implementation, and training of team members with regards to key delivery initiatives.
  • Manage the BIM and GIS team members.
  • Interpret complex BIM/GIS requirements from varying contract type and models incorporating contract risk evaluation and impacts while making digital delivery decisions.
  • Conduct workshops with the client, partners, contractors, and stakeholders to continuously monitor, improve, and implement the project's information management strategy and digital delivery objectives.
  • Lead the development, implementation, and continuous improvement of the project BIM/GIS Digital Delivery Strategy, ensuring alignment with project objectives, client requirements, and industry best practices.
  • Coordinate the implementation of the project Exchange Information Requirements (EIR) and Asset Information Requirements (AIR) to meet project information delivery objectives and asset information handover requirements.
  • Develop, implement, and maintain the project BIM Execution Plan (BEP), GIS Management Plan, Master Information Delivery Plans (MIDPs), and associated project information management procedures.
  • Establish and maintain project information governance frameworks, including naming conventions, coding structures, asset information standards, document numbering, metadata requirements, and information quality controls.
  • Develop performance metrics to monitor BIM/GIS implementation.
  • Facilitate workshops with project controls, construction, engineering, contracts, and project stakeholders to develop and implement integrated digital workflows, work process maps, and information exchange requirements.
  • Lead the integration of BIM, GIS, project controls, construction, field workflows, testing and commissioning, asset information, and digital handover requirements to support project delivery and lifecycle information management.
  • Coordinate with Project Controls and Construction to support work packaging strategies and 4D planning,
  • Support contract teams and provide input to EIR/AIR obligations and supply chain digital capability.
  • Review contractor and delivery team BIM Execution Plans, Information Delivery Plans, and associated deliverables for compliance with project requirements, standards, and contractual obligations.
  • Develop and maintain project training, mentoring, and change management programs related to BIM, GIS, ISO 19650, digital delivery, and CDE processes.
  • Conduct regular project maturity assessments, compliance reviews, and assurance activities to identify opportunities for improvement and drive continuous enhancement of digital delivery performance.
  • Capture lessons learned and lead implementation of improved workflows, standards, and processes across the project.
  • Champion innovation across the project by promoting automation, advanced analytics, digital twins, AI-enabled workflows, cloud collaboration capabilities, and emerging technologies that support project delivery objectives.
  • Liaise with GBU, Corporate Innovation, IS&T, and functional subject matter experts to evaluate, pilot, and implement proven and emerging BIM/GIS technologies across the project.
  • Provide functional leadership and mentorship to BIM/GIS resources while fostering collaboration, capability development, and continuous improvement across the integrated project team.
Education and Experience Requirements:
  • Degree in Civil Engineering, Construction Management, Information Management, Geomatics, GIS, Systems Engineering, or related discipline with 20+ years of relevant professional experience, including significant experience leading BIM, GIS, Information Management, or Digital Delivery functions on major infrastructure projects.
  • Advanced understanding and practical implementation experience of ISO 19650 Information Management principles, BIM Execution Planning, Information Delivery Planning, Exchange Information Requirements, and Asset Information Requirements.
  • Extensive experience developing and implementing BIM/GIS strategies, information governance frameworks, digital delivery processes, and Common Data Environment (CDE) solutions.
  • Advanced knowledge of Autodesk and Bentley ecosystems, including Civil 3D, Revit, Navisworks, InfraWorks, Synchro, ProjectWise, Autodesk Construction Cloud (ACC/Forma) and interoperability with GIS technologies.
  • Demonstrated experience integrating BIM, GIS, project controls, construction, asset management, and digital handover workflows on large complex programs.
  • Demonstrated ability to lead multidisciplinary teams, facilitate stakeholder workshops, influence decision-making, and drive organizational change.
  • Experience evaluating and implementing innovative technologies including automation, advanced analytics, digital twins, AI-enabled workflows, and cloud collaboration platforms.
Required Knowledge and Skills:
  • Strong understanding of Design-Bid-Build, Design-Build, Integrated Project Delivery (IPD), LEAN methodologies, and modern project delivery models.
  • Excellent communication, presentation, stakeholder management, facilitation, and leadership skills.
  • Industry BIM Certification preferred.
  • Demonstrated leadership in BIM, GIS, Information Management, and Digital Delivery Strategy development and implementation.
  • Advanced knowledge of ISO 19650, BIM Level 2 principles, Common Data Environments (CDEs), information governance, and information assurance.
  • Strong understanding of project workflows from planning and design through construction, testing and commissioning, asset handover, and operations support.
  • Ability to translate complex technical and information management concepts into practical solutions for project teams, clients, contractors, and senior leadership.
  • Demonstrated experience facilitating cross-functional workshops to resolve digital delivery, information management, and compliance challenges.
  • Strong analytical, problem-solving, and decision-making capabilities with a focus on continuous improvement and innovation.
  • Proven ability to develop and implement training, change management, and capability development programs.
  • Excellent oral and written communication skills with the ability to influence stakeholders at all levels of the organization.
  • Ability to manage priorities, lead evolving responsibilities, and work effectively within a complex integrated project delivery environment.
