Job Description

AECOM is actively seeking an experienced Environmental Planner II (Transportation focused) to join our Arizona Environmental Planning team. In this role, you will be providing technical expertise and managing environmental tasks for public and private transportation and infrastructure clients throughout our US West Region. 

*This is a hybrid role that will be based in our Phoenix, AZ office and will work closely with our Environmental and Transportation Planning teams.

In this role, you will play a central part in the transportation project lifecycle by providing environmental technical assistance and task management for a variety of planning and permitting efforts. You will collaborate with senior staff to gather field data, conduct technical analysis, and write technical reports. A significant portion of your role will involve project coordination tasks, where you will track stakeholder coordination, project tasks, and timelines. You will support agency engagement with local, state, and federal agencies to identify and address their concerns and technical questions. Additionally, you will support public involvement efforts by developing public-facing documents and reports and attending public meetings.

Responsibilities of this role include, but are not limited to:

  • NEPA & Regulatory Support: Assists clients and project managers in the collaborative development and review of National Environmental Policy Act (NEPA) documents, including Categorical Exclusions (CE), Environmental Assessments (EA), and Environmental Impact Statements (EIS), as well as regional state-level environmental reviews primarily for transportation-related planning and permitting projects.
  • Technical Writing & Authoring: Supports the preparation of technical reports on a variety of topics, such as biological resources, hazardous materials, land use, and socioeconomics.
  • Geographic Information Systems (GIS) Analysis and Mapping: Collects various technical and statistical data, conducts analysis based on the data, and prepares reports and maps on topics such as census information, land use, and the natural environment.
  • Permitting & Compliance: Assists in the development of environmental permit application packages, technical reports, and mitigation and monitoring plans, ensuring all documents accurately interpret and apply applicable government codes, ordinances, and regulations.
  • Task Management: Performs essential task management duties to keep projects on track, including facilitating recurring status meetings, managing milestone check-ins, and handling day-to-day interfacing with internal teams and sub-consultants.
  • Field Investigation: Supports field efforts by performing field inspections to gather data relevant to the project development, environmental review process, and permitting efforts.
  • Data Research & Analysis: Collects various technical and statistical Geographic Information Systems (GIS) data, and prepares reports, maps, and other graphics on land use, physical, social, and economic issues to support impact analysis.
  • Public & Agency Outreach: Assists project managers with the development of meeting materials, including presentation boards, handouts, agendas, and PowerPoint presentations; supports public meetings by compiling results and maintaining project records.
  • Operational Support: Attends occasional evening or weekend meetings and travels to project sites to support field data collection or stakeholder engagement based on project needs.

Qualifications

Minimum Qualifications:

  • Bachelor's degree in environmental planning, biology, ecology, natural resources management, or a related field.
  • 2 years of relevant experience or demonstrated equivalency of experience and/or education in environmental planning or transportation planning with state and local transportation agencies, and their environmental policies and practices.
  • Valid Driver's license and the ability to travel to project sites and safely operate a vehicle.
  • Due to the nature of the work, US Citizenship is required.

Preferred Qualifications:

  • 4+ of relevant experience in environmental planning or transportation planning.
  • Regulatory Knowledge: Demonstrated experience with the National Environmental Policy Act (NEPA) process and environmental disciplines relevant to transportation planning, such as social and economic considerations, air quality, biological resources, traffic noise, Clean Water Act permitting, and Section 4(f).
  • Technical Writing: Proven track record of authoring technical reports, environmental assessments (EAs), or permit application packages that have been successfully submitted to regulatory agencies.
  • Field Capability: Ability to conduct field assessments (e.g., wetland delineations or habitat surveys) in various terrains and weather conditions.
  • Agency Coordination: Established experience coordinating with stakeholders as well as local, state, and Federal agencies.
  • Technical Tools: Demonstrated experience and proficiency in ArcGIS Pro or ArcGIS Field Maps for data collection, spatial analysis, and environmental constraints mapping.
