Job description

THE ROLE: The Forward Planning Manager is responsible for the entitlement process for assigned projects working closely with local jurisdictions to obtain permits and accelerate cycle time. Tracks, follow ups, works with local engineers and architects to make needed adjustments and refinements for submittal and/or resubmittal to gain the needed permits. Works closely with the feasibility team to ensure lot fit and help to move projects forward.

DAY IN THE LIFE:

  • Leads the entitlement of multiple projects, including zoning/re-zoning approvals, development agreements, architectural approvals, preliminary and final plats, civil construction plans, development permits, and landscape plans in accordance with Division Business Plan and project specific schedules.
  • Review and processing of land planning, zone changes (if needed), civil engineering plans, architectural applications, city/county approvals, and environmental approvals. Work with staff and elected bodies to manage approval process.
  • Comprehensive project oversight during the entitlement process and coordination with a multidisciplinary team, ensuring residential projects are constructed on time and within an approved budget.
  • Contribute to the planning process including site planning, lot layout, landscaping, project theming, monuments, passive, and active open space, etc. through collaboration with stakeholders from Division, Region, and corporate operations.
  • Contract and manage team of consultants which will likely include architect, civil engineer, landscape architect, land planners, dry utility consultant, title company, as well as environmental, Geotech, and other consultants as required.
  • Manage scopes of work and compliance with schedule for consultants related to forward planning process. Assist with resolutions of entitlement issues and conditions prior to and during development.
  • Review consultant and engineering estimates and work directly with engineers and municipalities in the design and processing of project plans.
  • Collaborate with Feasibility Manager and Land Acquisition team during feasibility analysis and due diligence phase as needed.

WHAT YOU’LL NEED:

  • Associates or Bachelor’s degree in architecture, land planning, forward planning or related field.
  • 3-5 years’ experience in forward planning.
  • Demonstrated experience managing process.
  • Experience leading functional and cross functional projects and teams.

WHAT WILL SET YOU A PART:

  • Has detailed knowledge of the permitting and entitlement process and can provide all information and expertise for project filings.
  • Able to assess potential land deals for feasibility to meet codes and permitting requirements.
  • Has a deep understanding and knowledge of building codes, zoning, and jurisdictional requirements.
