Job description

We are hiring a Senior Data Engineer at BlueCross BlueShield of Tennessee!
In this role, you'll lead a small, collaborative reporting and data engineering team responsible for building and maintaining regulated, production-grade data pipelines that support HEDIS, CMS, TennCare, and other quality and regulatory reporting requirements. Your work directly impacts how we report outcomes to state and federal regulators and how we help internal teams improve those outcomes for the 3.4 million members and communities we serve.
On a day-to-day basis, you'll design and deploy automated data pipelines using Azure DevOps, Python, and SQL in a cloud environment (preferably GCP). You'll create curated, governed datasets sourced from healthcare claims and related systems, ensuring data is auditable, preserved for retention, and suitable for external review. Beyond official reporting, you'll enable self-service analytics and AI-driven exploration, allowing business partners to ask ad-hoc questions like why certain quality measures were missed and where improvement opportunities exist. You'll partner closely with quality, analytics, data infrastructure, and business teams to translate complex regulatory and operational needs into reliable, scalable data products that advance our mission of peace of mind through better health.
To be successful in this role, in addition to the core job requirements, you'll bring:
  • Experience leading data engineering work in a cloud-based environment (preferably GCP), with strong hands-on proficiency in Azure DevOps, Python, and SQL
  • A track record of building and deploying automated, production-ready data pipelines with an emphasis on governance, reliability, and compliance
  • Experience working with health plan or healthcare claims data, ideally supporting quality, HEDIS, CMS, or regulatory reporting
  • A collaborative leadership mindset, with the ability to mentor team members, set data engineering standards, and partner effectively with quality and business stakeholders
  • Excitement for using AI to drive enterprise transformation, particularly by enabling self-service analytics and AI-driven exploration that empower business partners to investigate performance gaps and identify improvement opportunities.

  • This is a remote, work-from-home position, but the final round of interviews will take place on-site in our Chattanooga, TN office.

Job Responsibilities
  • Formulates and defines system scope and objectives through research and fact-finding to design, develop, modify, or integrate complex information systems.
  • Devises or modifies application systems and procedures to optimize functional requirements including capacity, operating time, response time, and form of desired results.
  • Designs, codes, tests, debugs, and documents programs, subroutines, and scripts.
  • Develops and implements program/system test plans. Devises data verification methods and standard system procedures.
  • Responds to system failures and performance events by taking appropriate measures to reduce system downtime and eliminate recurrence of problems.
  • May conduct research on software and hardware products to justify recommendations and support management in budgeting and purchasing efforts.
  • Acts as expert technical resource to development staff in all phases of the development and implementation process.

Job Qualifications
Education
  • Bachelors Degree in Computer Science or equivalent work experience required. Equivalent years of experience are determined as one year of technical experience for every year of college requested.

Experience
  • 1 year - Experience with information technology concepts, application development methodology, terminology, and standards required
  • 5 years - Systems and programming experience required
  • 1 year - Expert working knowledge of at least one programming language in use at BCBST.

Skills/Certifications
  • Proven skill with information technology in use at BCBST is required
  • Proven analysis, design, and coding skills, and demonstrated success in leading large and complex projects
  • Top level technical experience in one or more specialized areas of applications systems analysis and programming
  • Demonstrated ability to interpret and translate technical and/or or complex concepts into information meaningful to project team members and/or business personnel.
  • Be organized, reliable, and able to manage multiple tasks with exceptional work ethic.

  • Must be able to communicate effectively with both technical and non-technical co-workers
