Job Summary:
The PowerSecure Tank Permitting and Compliance Engineer/Specialist position is responsible for administering programs specifically related to fuel tanks that ensure compliance with environmental laws, regulations, and permit requirements. The programs focus is fuel storage tank permitting and/or compliance across multiple states/cities/districts with varying rules and regulations. This is not an Environmental Health and Safety (EHS) position. Major job responsibilities include monitoring compliance status of both in-process permitting projects and existing permits; developing plans to address compliance challenges for various facilities; writing and maintaining SPCC plans; interpreting regulations related to fuel tank permitting and
compliance; providing guidance on requirements throughout the U.S. and Canada to support various business functions; assessing the compliance risks, cost, and schedule associated with potential projects; interfacing with local, state, and federal regulatory agencies across the U.S. and Canada; and preparing, reviewing, and submitting fuel tank permit applications and various environmental compliance reports related to fuel tanks for both company-owned and customer-owned assets. The ideal candidate will have experience managing permits and regulatory compliance of fuel storage tanks in
multiple states/regions with differing obligations. In addition, the candidate must be capable of managing and prioritizing multiple projects in a fast-paced environment, including managing technical consultants and ensuring the environmental scope remains within budget.
Minimum Qualifications: (Education, Experience, Knowledge, and Skills):
- Bachelor’s degree in engineering, environmental science, chemistry, geology, or other relevant scientific discipline.
- Minimum of 1-3 years of work experience in the tank permitting or environmental compliance field with emphasis on fuel tank regulatory and permit compliance.
- Prior experience in industrial, manufacturing, or energy industries or consulting for those industries is highly preferred.
- Ability to accurately determine ongoing permit compliance requirements based on fuel tank permits and the issuing authority’s regulations.
- Prior experience with SPCC Plans: construction, maintenance, inspections, and compliance.
- Prior experience with Tier II Chemical Reporting under EPCRA is preferred.
- Ability to read and correctly interpret federal, state, and local environmental rules and regulations.
- Ability to write, complete, and submit permit applications to regulatory agencies with limited guidance.
- Experience working with multiple internal and external parties to complete applications and submit to agencies in a timely manner.
Job Duties and Responsibilities:
- Administer fuel tank permitting program for installation of fuel tanks for engine generators at various locations throughout the U.S.
- Coordinate multiple projects at once to ensure timely submittal of applications.
- Review regulatory requirements for permitting process and complete permit applications as required.
- Work with engineering group to obtain necessary drawings/submittals to
complete applications as required. - Coordinate with project managers, construction managers, and contractors to ensure all permit-required testing and inspections are completed for initial installations.
- Review projects and determine need for required fuel tank permits/registrations.
- Complete and maintain SPCC plans for all owned asset fuel tanks.
- Complete annual Tier II reporting for all owned asset fuel tanks.
- Coordinate with company field services division to ensure all required
monthly/annual inspections and/or testing is being completed to maintain permit compliance. - Coordinate with field services division and regulating agencies to facilitate regulatory tank inspections across the U.S.
- Support marketing and proposal initiatives.
Working Conditions:
- This position is hybrid
- Occasional travel may be required for training or meetings.
- Must be able to work flexible hours to accommodate different time zones
(Central/Eastern/Mountain/Pacific), if necessary. - Be flexible for after-hours tasks, as needed.
